  1. There's heavy renovation inside and outside of this beautiful old building which now houses Charcos and Smoke's Poutinerie. Condos? Rental? Who knows. At least it's getting a new life. They did a fair bit of demolition to put in windows (and what I assume will be balconies). Here's what it looked like last summer.

  7. I came across this lovely video of a young YouTuber from France who visited Montreal for the first time, and how our city brought her a new perspective on life. At one point, recalling the experience of Montreal and Montrealers and what it did for her brings her to tears. A definite watch for us living here; it's a little long but take a moment and check it out. Too many of us take for granted how special a place this is. Skip to 2:35 if you want to get right to it. Interestingly, many of the video's comments are made by other French citizens saying they experienced the same feeling while visiting Montreal.

En quatre ans, un million de visiteurs ont pris part aux activités offertes à l’ombre du mât du stade. L’esplanade, dont la superficie est de 300 000 pieds carrés, a été au cœur des efforts de relance du Parc olympique. Ce dernier a d’ailleurs souligné la semaine dernière son millionième visiteur sur l’Esplanade Financière Sun Life. «On voulait que les gens renouent avec le Stade olympique, que ça démocratise l’endroit et que ça le décloisonne. Les gens ne se sentaient pas bienvenus donc on a choisi d’y mettre des événements pour qu’on se l’approprie», explique Cédric Essiminy, conseiller en relations publiques pour le Parc Olympique. Depuis, les événements se sont multipliés à l’Esplanade Financière Sun Life, un lieu autrefois presque inutilisé. Les Montréalais ont notamment assisté à des concerts de l’Orchestre Symphonique de Montréal (OSM), pris part au festival de sports d’action Jackalope, suivi des sessions de yoga vêtus de blanc et patiné en famille. «Au début ce qu’on avait c’était seulement les vendredis, c’était tout petit, quelques camions avec des DJs. Puis, les promoteurs se sont ajoutés. Ce qu’on voulait faire c’est tout ce qui ne se faisait pas ailleurs en événementiel à Montréal», ajoute M. Essiminy. Pour la suite des choses, le Parc olympique espère faire de l’endroit un lieu encore plus tourné vers sa clientèle du quartier Hochelaga-Maisonneuve. Des designers et urbanistes travaillent actuellement à bonifier le lieu pour le rendre «plus accueillant et plus vivant». De nouvelles animations et des ateliers sur l’écologie et l’agriculture pourraient s’y dérouler dès l’été.

Article intéressant dans le NYMAG : The Psychological Cost of Boring Buildings By Jacoba Urist April 12, 2016 10:56 a.m. <cite class="credit">Photo: Philip Laurell/Getty Images </cite>New Yorkers have long bemoaned their city being overrun by bland office towers and chain stores: Soon, it seems, every corner will either be a bank, a Walgreens, or a Starbucks. And there is indeed evidence that all cities are starting to look the same, which can hurt local growth and wages. But there could be more than an economic or nostalgic price to impersonal retail and high-rise construction: Boring architecture may take an emotional toll on the people forced to live in and around it. A growing body of research in cognitive science illuminates the physical and mental toll bland cityscapes exact on residents. Generally, these researchers argue that humans are healthier when they live among variety — a cacophony of bars, bodegas, and independent shops — or work in well-designed, unique spaces, rather than unattractive, generic ones. In their book, Cognitive Architecture: Designing for How We Respond to the Built Environment, Tufts urban policy professor Justin Hollander and architect Ann Sussman review scientific data to help architects and urban planners understand how, exactly, we respond to our built surroundings. People, they argue, function best in intricate settings and crave variety, not “big, blank, boxy buildings.” Indeed, that’s what Colin Ellard, a neuroscientist at the University of Waterloo and director of its Urban Realities Laboratory, has found in his own work. Five years ago, Ellard became interested in a particular building on East Houston Street — the gigantic Whole Foods “plopped into” a notoriously textured part of lower Manhattan. As described in his book, titled Places of the Heart: The Psychogeography of Everyday Life, Ellard partnered with the Guggenheim Museum’s urban think tank to analyze what happens when someone “turns out of a tiny, historic [knish] restaurant” and encounters a full city block with nothing but “the long, blank façade of the Whole Foods Market.” The Whole Foods on Houston. In 2011, Ellard led small groups on carefully planned Lower East Side walks to measure the effect of the urban environment on their bodies and minds. Participants recorded their response to questions at each stopping point and wore sensors that measured skin conductance, an electrodermal response to emotional excitement. Passing the monolithic Whole Foods, people’s state of arousal reached a nadir in Ellard’s project. Physiologically, he explained, they were bored. In their descriptions of this particular place, they used words like bland, monotonous, and passionless. In contrast, one block east of the Whole Foods on East Houston, at the other test site — a “lively sea of restaurants with lots of open doors and windows” — people’s bracelets measured high levels of physical excitement, and they listed words like lively, busy, and socializing. “The holy grail in urban design is to produce some kind of novelty or change every few seconds,” Ellard said. “Otherwise, we become cognitively disengaged.” The Whole Foods may have gentrified the neighborhood with more high-quality organic groceries, but the building itself stifled people. Its architecture blah-ness made their minds and bodies go meh. And studies show that feeling meh can be more than a passing nuisance. For instance, psychologists Colleen Merrifield and James Danckert’s work suggests that even small doses of boredom can generate stress. People in their experiment watched three videos — one boring, one sad, and one interesting – while wearing electrodes to measure their physiological responses. Boredom, surprisingly, increased people’s heart rate and cortisol level more than sadness. Now take their findings and imagine the cumulative effects of living or working in the same oppressively dull environs day after day, said Ellard. There might even be a potential link between mind-numbing places and attention deficit hyperactivity disorders. In one case, physicians have linked “environmental deprivation” to ADHD in children. Homes without toys, art, or other stimuli were a significant predictor of ADHD symptoms.Meanwhile, the prevalence of U.S. adults treated for attention deficit is rising. And while people may generally be hardwired for variety, Dr. Richard Friedman, director of the pharmacology clinic at Weill Cornell Medical College, makes the case that those with ADHD are especially novelty-seeking. Friedman points to a patient who “treated” his ADHD by changing his workday from one that was highly routine — a standard desk job — to a start-up, which has him “on the road, constantly changing environments.” Most ADD is the result of biological factors, said Dr. Edward Hallowell, a psychiatrist who specializes in ADHD, and co-authored numerous books on the subject, such as Delivered From Distraction: Getting the Most Out of Life With Attention Deficit Disorder. But, he explained, he sees a lot of socially induced ADD, too, a form of the disorder that makes it appear as though you inherited the genes, although you really haven’t. And one way you might have the socially induced condition, according to Hallowell, is to suffer severe boredom or live in a highly nonstimulating environment. “It makes total sense that for these people changing where they work or live to add more visual stimulation and daily variety could be extremely helpful,” Hallowell said. At the same time, many adults may feel they have ADHD because the world has become hypersaturated with constant texts, emails, and input. For them, life has become too adrenalizing. “They don’t have true ADHD,” Hallowell said, “but, rather, what I call a severe case of modern life.” So the trick, it seems, is to design a world that excites but doesn’t overly assault our faculties with a constant barrage of information: Scientists aren’t proposing that all cities look like the Vegas strip or Times Square. “We are, as animals, programmed to respond to thrill,” said professor Brendan Walker, a former aerospace engineer and author of Taxonomy of Thrill and Thrilling Designs. In Walker’s University of Nottingham “thrill laboratory,” devices gauge heart rate and skin conductance to see how people respond to adrenaline-producing experiences such as a roller-coaster ride. And he’s reduced “thrill” to a set of multivariable equations that illustrate the importance of rapid variation in our lives: A thrilling encounter moves us quickly from a state of equilibrium to a kind of desirable “disorientation,” like the moment before you rush down the hill of a roller coaster. “Humans want a certain element of turmoil or confusion,” he said. “Complexity is thrilling whether in an amusement park or architecture.” Environmental thrill and visual variety, Walker believes, help people’s psyche. As many of us instinctively feel a wave of ennui at the thought of working all day in a maze of soulless, white cubicles, blocks of generic buildings stub our senses. It’s not only that we’re genetic adrenaline junkies. Psychologists have found that jaw-dropping or awe-inspiring moments — picture the exhilarating view of the Grand Canyon or Paris from the Eiffel tower — can potentially improve our 21st-century well-being. One study showed that the feeling of awe can make people more patient, less materialistic, and more willing to help others. In an experiment, researchers showed students 60-second clips of waterfalls, whales, or astronauts in space. After only a minute of virtual images, those who said they were awed also felt less pressed for time. In a second experiment, individuals recalled “an awe-inspiring” event and then answered a range of survey questions; they were also more likely to say they’d volunteer for a charity, as compared to those who hadn’t spent time thinking about a past moment of awe. And in yet another variation, people made hypothetical choices between material and experiential goods of equal monetary value: a watchor a Broadway show, a jacket or a restaurant meal. Those who recently “felt awe” were more likely to choose an experience over a physical possession, a choice that is linked with greater satisfaction in the long run. In other words, a visual buzz — whether architectural or natural — might have the ability to change our frame of mind, making modern-day life more satisfying and interactive. It’s important to note, however, that architectural boredom isn’t about how pristine a street is. People often confuse successful architecture with whether an area looks pleasant. On the contrary, when it comes to city buildings, people often focus too narrowly on aesthetics, said Charles Montgomery, author of Happy City: Transforming Our Through Urban Design. But good design is really is about “shaping emotional infrastructure.” Some of the happiest blocks in New York City, he argues, are “kind of ugly and messy.” For instance, Ellard’s “happier” East Houston block is a “jumbled-up, social one”— the Whole Foods stretch, in comparison, is newer and more manicured. Sometimes what’s best for us, Montgomery explained, just isn’t that pretty. His research also shows cacophonous blocks may make people kinder to each other. In 2014, Montgomery’s Happy City lab conducted a Seattle experiment in which he found a strong correlation between messier blocks and pro-social behavior. Montgomery sent researchers, posing as lost tourists, to places he coded as either “active façades” — with a high level of visual interest — or “inactive façades” (like long warehouse blocks). Pedestrians at active sites were nearly five times more likely to offer help than at inactive ones. Of those who helped, seven times as many at the active site offered use of their phone; four times as many offered to lead the “lost tourist” to their destination. Fortunately, it’s not necessarily a dichotomy — new architecture can achieve the optimal level of cacophony and beauty. Take the 2006 Hearst Tower in midtown Manhattan. From the outside, the façade is likely to jolt city dwellers — if anything will — from their daily commutes, while “thrilling” employees who enter it each morning. Designed by Pritzker Architecture Prize–winning architect Norman Foster, Hearst Tower is a glass-and-steel skyscraper, 40 stories of which are designed in a triangular pattern contrasting the 1920s Art Deco base. For many who walk by, Hearst Tower’s design may not be the easiest to understand; it’s both sleek and old. The top looks like it traveled from the future. Inside, workers travel upon diagonal escalators, up a three-story water sculpture, through the tower’s historic atrium” flooded with light. It’s not the view from the Eiffel Tower or the Grand Canyon, but it’s probably as close a modern lobby can come to awe-inspiring. Few New Yorkers who pass by would find this building boring. And they’re likely happier — maybe even nicer to each other — because of it. <cite class="credit"></cite>

There should be a working group that looks at how to retain students. It's all about retention. Students come here from abroad, live for cheap, party hard and then leave. Aside from high taxes, this should be highest priority.

The Dane favors compact neighborhoods over grand master plans. The 79-year-old city planner values the wishes of residents over architecture. And his resounding success proves him right. Ssssshhhhhrrrrr. In the background, a cordless screwdriver buzzes away. Jan Gehl apologizes for the distraction; “Excuse me, they’re doing some work in the kitchen.” Life is quite busy for the professor emeritus and city planner. As a city planner, Gehl‘s detail orientation and screw-tightening skills come in handy wherever mayors or councilors realize that something needs to change. Over the past few years, they have been beating a path to his door: Gehl is considered a top global expert on humane cities. “I’m an idealist,” states the 79-year-old. “And the projects I’m working on are all about creating better environments for pedestrians and public life.” To Gehl, both of these are intrinsically linked – people should be able to experience their city on foot. He goes on to scoff that we know more about the perfect habitat for Siberian tigers than a good environment for people. His wife Ingrid and he started out studying life in the cities – and then traveled to Italy on a grant in 1965. In 1971, “Livet mellem husene,” life between buildings, was the first result of their studies between streets and squares – and turned out to be quite a flop. Yet Gehl labored on and continued to hone and develop his methods over the years, by then a professor at the Royal Danish Academy of Arts. And the standout example is Copenhagen – the city of Gehl’s alma mater, teaching career, and a company he co-founded. In a way, it serves as an open-air lab for his ideas: All the way back in 1965, the city – advised by Gehl – created Europe’s longest pedestrian zone, the Strøget. Copenhagen has become a template for the fundamental shift from post war car-centric cities to more pedestrian-friendly 21st century metropolises. “In order to reclaim a human dimension, city planners need to re-evaluate the many capacity-friendly ideas,” he states in the recently released “Cities for People”. This means: Our cities are filled with too many traffic lights, narrow sidewalks, and multi-lane highways that squeeze in pedestrians and force them to cross streets in a rush. According to Gehl, that’s not a given: “There is a good, pedestrian-friendly solution for any traffic planning issue.” And he adds that “it is high time to revisit our priorities.” To this end, Gehl has introduced a check list of small changes that – taken together – produce great results. He favors “polite reminders” (as in Copenhagen) over flashing traffic lights that “encourage hasty crossings” (as in New York City). Paraphrasing a well-known analogy, some people are good with horses and become horse whisperers, while others are good with people. The latter usually become doctors, nurses, or priests. As a city planner, Jan Gehl is a little bit of all. First and foremost, however, he is a self-professed “missionary.” He preaches human scale development and has been consulting for cities around the world for years, helping them to redesign entire neighborhoods to benefit their residents. The formula is simple: go to the city, observe, and listen. And then join together to effect change. A fun video on his website tells the story behind it all. It took the love of developmental psychologist Ingrid to open the builder’s eyes: Architecture should serve people. In this spirit, Jan Gehl draws on insights by sociologists and psychologists to turn ivory tower planning into bona fide collaborations. Photo: DOT Gehl’s top priority: the human scale His drive really picked up in 2000 when Gehl and Helle Søholt, a former student, joined forces to found the company Gehl Architects. Maybe, it’s all just a question of scale. Modernism delighted in completely redesigning metropolises or conjuring up abstract plans on the drawing board. Builders like Le Corbusier, who considered rented dwellings “housing units” or “living machines,” liked to subdivide cities by function. This is a kind of thinking Gehl would like to leave behind. The architect is less interested in models and buildings than in their residents. Over the years, Gehl came up with a range of basic principles that support and define thriving communities around the world. One of these rules might be not to build skyscrapers since six or more levels up residents lose touch with the street and feel removed from it all. Or: consider the ground floor. It shouldn’t be uniform or forbidding, but varied and full of surprises. And his insights sound so simple, matter of fact, and even trivial that it can be hard to fathom how our modern cities, divided by functions, could ever have forgotten these wisdoms. “Better city spaces, more city life,” one of his premises states. Over the last couple of months I have written about the different aspects of smart cities, the pros and cons, the dos and don’ts. The outcome of these musings suggests that we ought to discard the idea of a smart city for the sake of promoting smart communities, in which smartness is a tool for benefitting and improving the local social sustainability. However, within this approach lies a fundamental challenge: how do we actually make communities engage with and take responsibility for the shaping of the public realm, using tools and methods they have never known before? Enter Montreal. Montreal uses pilot projects to kick-start the regeneration of the urban spaces. A vacant parking lot on the outskirts of Downtown was turned into an urban beach thanks to the local organization l’ADUQ. Public Life in Montreal To understand the social life of Montrealers, one must first understand the basic history of the city’s public spaces. During the era of modernisation, more than 1/3 of the downtown core was demolished to make way for massive super-complexes embodying offices, car pars, underground malls and cafes. In the industrial suburbs, thousands of housing units were torn down to allow vehicular traffic an easy access into the city. These “renovations” were carried out in less than two decades, but they still managed to methodically get in the way of public life. Since then, the city has taken a completely different approach to urban planning, superseding even today’s hype for attractive, green and lively metropolises. “My colleagues and I, we based our entire careers around reconstructing the city from where it was left after the 1970’s and 1980’s demolitions (…) we want Montreal to be a network of public spaces.” – Wade Eide, Montreal Urban Planning Department, private interview July 15, 2014 Throughout the year, Montreal hosts hundreds of events that all contribute to a lively and active public life. Today, the effects of Wade Eide and his colleagues’ efforts are absolutely visible in the streets and squares of Montreal, which have indeed been transformed into a coherent experience of activities and life. The most remarkable part of this transformation is the effect that it has had in the mentality of the citizens (or maybe it was the other way around?): in Montreal, the city truly is for its people, and people care for and participate in public matters to a degree that I have rarely seen. I believe, because of this mentality, Montreal has a serious chance of actually fulfilling the vision of a smart city built for and by communities. The steps of Place des Arts serve as a public space, popular with everyone on a sunny day. The Montreal Model Montreal’s outstanding mentality for public participation has – luckily – also been recognized by the current smart Montreal’s front-runners, mayor Denis Coderre and Vice-President of the Smart and Digital Office, Harout Chitilian. In their campaigns for a smarter Montreal, they enthusiastically encourage the citizens to voice their opinions and share their ideas: “This ambitious project of making a smart and digital city will take advantage of new technologies, but above all it will draw on the collective intelligence to create a specific Montreal model. I count on you, Montrealers to give your opinions on the various forums that are available to you. I invite you to participate today. The floor is yours!” – (translated from French) Denis Coderre, Mayor of Montreal, 2014 Focus on citizens is visible in the public space. In this project residents of Montreal share their unique stories in a virtual exhibition. As part of the public participation process, the city has developed a web portal, “Faire MTL” (Make Montreal), where Montrealers are offered the chance to contribute to, comment on, collaborate with and follow 180 tangible projects that are to be implemented over the next couple of years. The ambitious plans also include the creation of physical spaces for innovation and co-creation, along with the use of public spaces as living laboratories for the growing smart communities. The fusion of a genuinely open and inclusive government and the natural participatory spirit of the Montrealers, makes Montreal a key player to follow in the game of defining how future (smart) cities could be shaped and function at the hands of the citizens. Every summer Sainte-Catherine Street (the city’s commercial high street) transforms into a pedestrian street, allowing citizens to walk, shop, eat and enjoy the city life. French Polynesia? French West Indies? No. Our island is in the middle of a mighty waterway in eastern Canada: the city of Montreal. With the St. Lawrence River rushing by on all sides, Montreal is a destination I've loved since 2000 when my husband, Cameron Payne, persuaded me to vacation in Quebec instead of France. I reluctantly said yes—and it was life-changing. I was smitten. I've always wanted to live in Europe, having a love of old cities, history and urban life, but gave up on it as too expensive, too fraught with language problems and too far away. On our first visit to Montreal, though, the atmosphere felt a little like Europe. The population (about 1.6 million) spoke French, food was an art form, public transportation was excellent, and the city's high-density neighborhoods were bursting with life. So in 2006 we committed to Montreal as a semiretirement refuge from Houston. (As tourists we can stay in Canada for a maximum of six months each year.) We bought a two-bedroom condominium in an old building (1906) on the Plateau, a neighborhood known for its high concentration of residents who make their living from the arts. Summers Outdoors From our doorstep, we can see Parc Lafontaine, a summer magnet for Plateau residents, children, dogs, friends, musicians, picnics and acrobats. It has two lakes, bike paths, a jogging path, an outdoor theater, a dog park and much more. For us, proximity to this park was the most important factor in choosing a home. We usually arrive in June. (Winters are inhospitable.) Summers are lived outside as much as possible. People are out and about, walking in tree-shaded neighborhoods, biking, Rollerblading, eating at sidewalk cafes, walking up Mount Royal (a hill, really, at about 765 feet, and the city's namesake) and tending flowers and gardens. Friends and acquaintances invariably ask: "But what do you do up there?" We live a simple life with no car or air conditioning and windows open—as unlike Houston as you can get. We never tire of walking around Old Montreal (some of it built in the 1700s) or visiting the Jean-Talon and Atwater farmers' markets. Life is lived close to the farm in Quebec, and these two markets put it all at your fingertips. Summer also brings festival season, which includes the Montreal International Jazz Festival in the new outdoor cultural heart of the city, Quartier des Spectacles. Montreal is a compact city; we can walk anywhere we regularly go within 30 minutes. (Our local grocer is less than a five-minute stroll.) That said, we often take advantage of BIXI, a citywide bike-sharing program. In the beginning I was skeptical that we would become BIXI users, since biking was something we hadn't done in decades. But Montreal has a strong bicycle culture, with 300-plus miles of bike paths and thousands of people pedaling to work every day. So in 2010 Cameron and I bought helmets and joined in, a decision that helps with errands, sightseeing—and expenses. The annual BIXI fee is only 82 Canadian dollars (about US$79 at current exchange rates). Even though Montreal is a French-speaking city, our experience has been that nearly everyone under 40 also speaks English, and they are friendly about it. There is a large English-speaking community located on the west side of the city, but our preference was to experience something different. So, we chose the predominantly French-speaking area. We have never regretted it. The downsides of settling in for several months each year are few. The cost of living and sales taxes (15%) are higher than in Texas. Given that Montreal is an island, summer days can be humid, and traffic in the city is complicated by many narrow one-way streets. (We also joined a car-sharing service called Communauto.) On balance, the benefits far outweigh any shortcomings. Take crime—or the lack thereof. It takes a while to stop looking over your shoulder at night while walking, but we don't do it anymore. Buyers' Market Not counting lodging (since we own our home), our living expenses for everything we do (renting cars, taking short trips, eating out, buying groceries, etc.) are about C$100 a day. Currently, a well-located older condo on the Plateau—generally, about 1,000 to 1,500 square feet—runs about C$350 to C$400 a square foot. Given the large number of new condos available in other parts of the city, the market currently favors buyers. We have spent seven summers in Montreal, and each year we see more of Quebec (and the rest of Canada), make more friends and appreciate more fully the retirement choice we made. This live-and-let-live place with so much joie de vivre and natural beauty suits us. It is a place where we live a simpler life but don't miss anything. And it feels a little like Europe. Jonathan Hayward / The Canadian Press Residents of Vancouver and Toronto report being less satisfied with their lives than people in other Canadian metropolitan areas, according to a new study published by Statistics Canada. Researchers asked the residents of various census metropolitan areas to rank their overall life satisfaction on a scale of 0 to 10, where 0 was “very dissatisfied” and 10 was “very satisfied.” In Vancouver, the average score was 7.808, followed closely by Toronto at 7.818. People living in Canada’s most-satisfied metropolitan area, Saguenay, gave an average score of 8.245 out of 10. The differences are larger when you look at the percentage of people who rate their life satisfaction as a 9 or 10 out of 10. In Sudbury, 44.9 per cent of residents ranked their overall life satisfaction that high. In Vancouver, it was only 33.6 per cent. When it comes to people who were comparatively unsatisfied with their lives – giving themselves a score of only 6 or less, there are again significant differences between cities. 17.1 per cent of people in Windsor, Toronto and Abbotsford-Mission ranked their life satisfaction at a 6 or less. Only 8.6 per cent of people in Saguenay gave themselves such a low score. To figure out what accounts for the differences, researchers tested various hypotheses. They found that people who are married or are in good health tend to rank their life satisfaction much higher than others. Unemployed people are more likely to have low satisfaction, and richer people higher satisfaction. However, the report states, these personal factors don’t seem to account entirely for the variation across metropolitan areas. The researchers note that smaller communities with a population of less than 250,000 tend to report higher average life satisfaction. Also, when sorted by city size, metropolitan areas in Quebec tend to be at the top of the list: Montrealers are the most satisfied among individuals in Canada’s big cities and most likely to report life satisfaction of 8 or higher, Sherbrooke and Quebec are at the top of the mid-size communities, and Saguenay and Trois-Rivières at the top of the smaller metropolitan areas, according to the study. Although the Statistics Canada researchers don’t definitively say why this is, they point to other research that suggests levels of trust and social connections in local communities have an effect on people’s life satisfaction, as does income relative to one’s neighbours and economic inequality. sent via Tapatalk

They’re battling with other cities around the world as Montreal vies for scarce new jobs and investment dollars, often competing against lucrative incentives offered by other jurisdictions. Lemieux is trying to breathe new life into the city’s financial sector while Anglade seeks out high-tech companies, aerospace firms and life science businesses willing to invest here. Banks and insurance companies have moved their headquarters to Toronto and local stock exchanges have closed but Lemieux, who heads the private-public agency known as Finance Montreal, sees new opportunities ahead. “Canada has a stable economy with good financial regulation,” he says, and the country emerged from the 2008-09 financial crisis with a healthy banking sector. That should help to attract international banking activities. The city has an “excellent pool of talent supplied by its universities and business schools,” he says, with 8,000 students enrolled in finance programs. It also boasts much cheaper operating costs than places like New York and Boston. “Banks like BNP Paribas, Société Générale and Morgan Stanley all made the decision to locate some of their operations here.” Montreal has over 100,000 jobs in the financial sector and derives close to 7 per cent of local GDP from the 3,000 financial firms working here. It’s become an important centre for pension fund management, led by the giant provincial agency the Caisse de dépot et placement as well as other large players such as PSP Investments and Fiera Capital. The sector includes more than 250 money-management firms. The city is developing a new area of expertise in financial derivatives like futures and options on stocks, currencies and bonds, which are traded on the Montreal Exchange. And financial technology is also a selling point for Montreal. It has a growing presence in software development and information technology for the asset management industry, as traders look for every technical edge they can get. Part of Lemieux’s effort comes through the International Financial Centre program, which offers employment-based tax credits to financial firms that set up international operations here. “I think it’s a good success story,” he says. “There are more than 60 companies and 1,000 jobs that have located here” under the plan. “Seventy per cent of them would not be in Montreal if there wasn’t this support. We’re talking of $100 million in direct and indirect benefits.” Another important asset is the local venture capital industry, which finances startups and early-stage firms founded by entrepreneurs. The sector is led by such funding institutions as Teralys Capital and the Fonds de Solidarité. Put it all together and the portrait of the city doesn’t look too bad. According to the Global Financial Index — an international ranking that measures both size and industry perceptions — Montreal is the world’s 18th financial centre, up from 31st spot four years ago. Dominique Anglade runs Montreal International, the agency that prospects worldwide for foreign direct investment on behalf of the 82 municipalities in the Communauté métropolitaine de Montréal. Like Lemieux, she sees fierce competition for investment dollars. In this tough environment, the Montreal area has had its share of successes. 2013 was an exceptional year, as Montreal International helped to secure a record $1.2 billion in foreign direct investment (FDI). The year just ended will fall short of that mark but will “continue our momentum,” says Anglade. The city was recognized as having the best attraction strategy in North America in a survey by FDI Magazine, a sister publication to Britain’s Financial Times. The record performance was driven by several major expansions of foreign multinationals in the Montreal area, including French video-game maker Ubisoft and Swedish telecom giant Ericsson. The presence of multinationals is critical to the Montreal economy. They account for 20 per cent of local GDP and nine per cent of jobs, as well as a large share of private research and development. Montreal International’s task is to convince them not only to stay but to invest and expand here. Multinationals often pit one plant location against another to see which one will produce the best value proposition. Montreal International’s job is to stay in constant touch with the companies that have a presence here to find out what they want to accomplish and what they need to survive. Anglade targets certain niches where the city is already strong such as information technology, video games, special effects for movies and TV, aerospace and life sciences. Information technology represented by far the biggest share of the new money coming into the city in 2013. The video game industry also remains a strong performer, with five of the world’s top 10 selling games produced in Montreal. A significant percentage of deals — about 60 per cent — involve government financial assistance through provincial tax credits but Anglade doesn’t apologize for the financial aid offered to the private sector. “The competition in the U.S. has no limit. They have billions in terms of incentives and that’s why we have to be extremely strategic in Montreal and focus on specific sectors.” She notes that Swedish appliance maker Electrolux opted to close its plant in nearby L’Assomption, employing 1,300, and shifted operations to Tennessee after it was offered a rich package of incentives by three levels of government. Still, in industries that require more skill and knowledge, the availability of talent is Montreal’s strong point, Anglade says. “One of the surprises that people have about Montreal is its talent pool. I can’t tell you how many companies have said ‘wow, this is amazing’ when they start to fill positions here. It’s why we need to stress the importance of education. It’s critical for the future of Quebec.”

Expos gone, baseball alive in Montreal Aspiring baseball players and history keep sport going By Stephen Ellsesser / Special to MLB.com MONTRÉAL -- On a Sunday morning, the corridor between Pie IX Station and Olympic Stadium is almost completely deserted. Based on some of the crowds that came out to the Big O in 2004, the final season for Major League Baseball in Quebec, it almost seems the Expos never left. After touring Olympic Stadium, it's almost as if they were never there. Montréal, the world's most truly bilingual city, is known for its tolerance, but Stade Olympique may have walked away from the Expo-dus with hard feelings. Baseball in Canada's Sin City existed long before the Expos became the Washington Nationals, and today it lives on in many different forms, some nearby and some farther away, but hardly any of it at Olympic. A catcher, a piece of meat and a glorified Muppet form an interesting picture of the ville's offerings to the sport. Catcher Russell Martin is bringing back Dodger Blue to Montréal, giving the city another Major Leaguer to support, along with Eric Gagne, who won a National League Cy Young Award with the Dodgers, but now comes out of the bullpen for the Red Sox. Both played for the same high school, and both are among the greatest offerings to come from Baseball Quebec's feeder system, which remains strong, according to Gilles Taillon, the group's administrative director. "The actual departure of the Expos had no impact whatsoever," Taillon said. "The major impact was in 1995-97, when the Expos got rid of a championship team. We experienced a decrease in our membership mainly due to the bad publicity that baseball was getting in the media." In 1994, the strike-suspended season clipped an Expos club that was cruising along, on pace to win 105 games. The ensuing firesale disenchanted the fan base. The team parted with Marquis Grissom, Larry Walker, Delino DeShields and John Wetteland after the year, and the foundation began to crumble. By the time the Expos rolled into their final season, Montréal had lost all momentum, not to mention a considerable amount of local interest. After the Expos' fate was sealed, there was no last-minute spike of support. For the opener of the final series at the Big O, a crowd of 3,923 watched the home team fall to the Florida Marlins. The worst part? That was only the fifth-smallest turnout of the year. Yikes. "You really can't blame them with some of the decisions that were made," said former third baseman Tim Wallach of the fans who stayed away. "When fans follow guys and they have no chance of staying when it's time for them to get paid, that turns people off." The Expos succumbed to a combination of economic factors, all of which, Wallach said, slowly took hold after original owner Charles Bronfman sold the team in 1991. "I feel bad because there were a lot of people who loved that team," said Wallach, who played for the Expos from 1980-92. "It was good, and it should have been good for a long time. But it went bad, and now it will never be there again." Martin remembers fondly the Expos and their days north of the border. "It was different for me because I loved baseball," he said. "I could care less how big the stadium was or how many fans were there, as long as I was at the stadium. I grew up going to that stadium and watching the Expos, so that was a big thing." Montréal, with a metro-area population of 3.6 million, is large enough to support an MLB club, but what the area baseball community is most focused on is starting smaller. "For MLB to come back, it would have to go through the Minor League route first," Taillon said. "At this point in time, efforts are being made to bring a Can-Am League team in." The Can-Am League is an independent league composed of eight U.S.- based teams, one road team and one Canadian club, based in provincial capital Québec City. "It would be nice to see baseball back up there, but they would have to give it a better venue, a smaller stadium and more fan-friendly activities," Martin said. As for the piece of meat, sometimes life is stranger than fiction. On eBay, someone (Cirque du Soleil's founder, interestingly enough) paid $2,605 Canadian for what was billed as "The Last Hot Dog of the Expos," which was -- as one might expect -- a hot dog, which was almost a month old at the time of sale. All of a sudden the $2,100 sale price of Montreal-Expos.com looks like a bargain. "It was different there because there wasn't that many fans that loved baseball," Martin said. "But those that did love baseball, they were always at the stadium." Indeed. Nothing says loving quite like a thousand-dollar piece of processed meat. But the apocalypse is not upon us yet ... proceeds went to charity. Ignoring any discussions of shelf life, the Expo with the most staying power has been mascot Youppi!, who joined the rotation at Bell Centre, home of the Canadiens, Montréal's hallowed NHL franchise. Youppi! hit the ice just more than a year after his team's departure put him out of work. His presence, along with that of a banner honoring the Expos' 1969-2004 existence and the team's retired numbers, makes Nos Amours more visible there than at the Big O. The luxury condos that stand where Labatt Park -- the proposed downtown stadium that would have helped the franchise stay put -- would have been built are only a couple blocks away from Bell Centre, so it almost makes sense for it to feel closer to home. Where the sport thrives, however, is in Baseball Québec's tight infrastructure. The organization emphasizes getting kids involved early through two main programs, Rally Cap and Winterball, which is sponsored by MLB. In Rally Cap, players ages 4-7 are taught skills and techniques, being evaluated as they meet different performance targets. With each level advanced, they get a new hat of a different color. "Winterball," Taillon said, "is designed to provide gym teachers with plans to initiate students in grades 3, 4 and 5 to baseball." Prospective players are evaluated for Baseball Québec's high-performance leagues between ages 14 and 15. From there, it is Midget AAA and the Ailes du Québec program, the province's U17 team. Those who continue play in the ABC program in the fall and winter and the Elite League in the summer. Players at this level are at the top of their game, and many are either drafted or signed to play college baseball in the United States. Martin and Gagné are veterans of the ABC program. One player hoping to follow in their footsteps is James Lavinskas, a 20-year-old third baseman for the Montréal Elites, one of the only shows in town for baseball fans. A three-sport star in football, baseball and hockey at a Connecticut prep school, Lavinskas came up through the Elite League's feeder programs, and now he is heading to the United States for college ball. Lavinskas will play for Seminole State College in Oklahoma, following once again in Gagné's footsteps. "Guys are getting drafted every year," Lavinskas said, summing up his hopes after moving on from the Elite League. With Baseball Québec's work, the sport's foundation in Montréal is stabilizing, with or without Olympic Stadium's help. Aside from a single postcard and one or two minutes of a 30-minute tour, baseball's only other fingerprint on the facility stands right out front, a statue of Jackie Robinson. After signing Robinson, Branch Rickey sent him to Triple-A Montréal. On the road, Robinson was jeered just as he would be when he was promoted, but in Montréal, fans loved their star second baseman. Robinson batted .349 with the Triple-A Royals that season, leading the team to a 100-win season. During Robinson's final game with the team, fans gave him a standing ovation, and a second curtain call, amazing support for a black athlete in 1946. "The fans just chased him after the game because they loved him and didn't want him to go," Canadian Baseball Hall of Fame president and CEO Tom Valcke said. "Rachel Robinson once said, 'That must have been one of the first times a white mob was chasing a black man for a good reason.' Don't tell me Montréal has bad baseball fans. They've always been great." Even if baseball did not live on at Olympic Stadium, at least baseball left a marker of tolerance in its place, and that is worth more than a hall of jerseys and signed balls. A ballpark that never was MONTREAL -- Labatt Park has had two deaths -- not bad for something that never actually existed. Condos now stand where the downtown park would have been built, and after the project was canned, the model of the park was passed to the Canadian Baseball Hall of Fame and Museum. On one truly unlucky night in the Hall's archives, the model also met its destruction. "They just destroyed it, the two very troubled young men," said president and CEO Tom Valcke, recalling a day he said literally brought tears to his eyes. "It could have been a stagecoach or an old ping-pong table, but they wanted to destroy whatever got in their way that night." The 12-by-12 model, too large to be a regular fixture at the St. Marys, Ontario, museum, was in storage. Although a smaller Labatt Park model exists, the larger one (valued at $80,000 Canadian) was a sight to behold. "It was something -- one of the showstoppers in our collection," said Tom Valcke, director and CEO of the Hall. "I've never seen anything else like it, nothing before and nothing since. The detail -- individual seats, trees, all the concession stands -- it was beautiful." The model made an initial showing at the Hall, then Valcke put it away until a proper space could be created for it. Less than a month after the Expos franchise began its new life at RFK Stadium, two teenagers broke into the building where the model was kept and destroyed it, adding a bizarre and somewhat ironic twist to the life of the park that never was and never would be. Valcke said the Hall kept the pieces and that it could be reassembled, but that the task would be daunting and that it would be difficult to recapture the piece's original majesty. The deal combines Manulife, one of the largest life insurance companies in the world with 84,000 employees, and Standard Life Canada, this country's fifth-largest insurer with 2,000 employees. "Several months ago, Standard Life decided to explore the sale of its Canadian operations through a competitive process," Manulife CEO Donald A. Guloien said. "We are delighted to be named the successful bidder." Standard Life provides long term savings, investment and insurance products to about 1.4 million Canadians, with $52 billion of assets under management. Manulife said it was particularly keen to acquire Standard Life’s Quebec assets. "One of the key reasons we were interested in this company is its people in Quebec. We want to increase our presence in the province and use the very talented employee base to grow and expand our business in Quebec, throughout Canada and indeed the world,” Guloien said in a statement announcing the deal late Wednesday. Caisse contributes to deal Manulife plans to pay for the deal with a combination of a public offering, a private placement, internal resources and possible future debt, it said. Later in the day, the Caisse de dépôt et placement du Québec, the Quebec provincial pension fund investment arm, announced a $500‑million equity investment in Manulife Financial to contribute to the financing of the acquisition. Manulife and Standard Life have previously collaborated in distributing investment products around the world, through a relationship between Standard Life Investments and John Hancock. Manulife said it would take 18 to 24 months to consolidate the new operations and it did not foresee any job losses in the near future. The company expects the deal to add three cents to its earnings per share every year over each of the next three years and to build earnings capacity beyond the 2016 core earnings target of $4 billion. Il travaille bcp à New York et Singapour et bien sur Toronto. J'ai pris une marche au C-V René-Lévesque\De La Montagne en passant par Ste-Cath et Beaver-Hall Square Victoria et il a vraiment été impressionné il trouvait la ville super belle ! Il a remarqué le Mont-Royal, La Place Ville Marie, La rue McGill etc. Il aimait beaucoup l'architecture et nos vieux batiments (Sun Life, Cathédrale etc.) On reprend la visite demain Bref je voulais vous le partager j'ai trouvé ça bin l'fun !
