  3. Montreal Archipelago This map shows 40 meters of sea level rise. Only half of the world’s ice sheets melted to produce this archipelago. I spent a week in Montreal once–and I’ve been in love with it ever since. I don’t really speak French. I gave names to some of the larger islands, but I don’t know it well enough to do it justice. If you have suggestions, let me know! Buy the map! This will happen someday, but not in our lifetimes. Some who have dared to speculate on a timeline have given themselves plenty of space for error in their predictions–one estimate says anywhere from 1,000 to 10,000 years. Whatever the time frame, anthropogenic climate change is a fact–humans are speeding up this process. For all of these maps, I am not portraying any sea level higher than what is possible. The USGS has estimated that the total rise would be about 80 meters.

Five-stars for Foster design Luxury Heathrow hotel given Mayoral seal of approval Foster + Partners’ design for a new five-star hotel on Bath Road, close to Heathrow Airport has been approved by the Mayor of London. The only five-star hotel in the area, it will offer a range of services, including the most extensive conference facilities of any London hotel, to serve the local community and businesses, as well as passengers using Heathrow. The hotel, developed by Riva Properties is characterised by a distinctive layered glass shell, which floods the public spaces with daylight. Articulated as a 13-storey structure, several levels are sunk into the ground, keeping the building’s profile low in response to the immediate surroundings. The rooms are contained within six pavilions, linked by bridges and wrapped in a unifying glass envelope, which acts as a barrier to aircraft noise. The entrance lobby has a floating glass deck with views down to the sunken restaurant level, shallow pool and waterfall. This restaurant floor is accessed via a timber walkway and incorporates a business centre, as well as a variety of venues to eat and drink. The double-height conference facilities, which have their own reception to allow separate access from street-level, encircle a top-lit atrium that brings natural light deep into the building and down to the lower levels. As well as a selection of meeting venues and breakout areas, there is a flexible 1,200-capacity ballroom, two auditoriums and a large conference room. The bowling centre that currently occupies the site will be reinstated within the new scheme at basement level and will remain a public facility. The hotel also incorporates a health centre with a pool, gym, saunas and treatment rooms. Grant Brooker, Executive Director at Foster + Partners, said: “This will be the first five-star hotel in the immediate vicinity of Heathrow and marks a key stage in the area's transformation. Recently completed Cocoon Tower makes education design as easy as A-B-C Standing in Tokyo's distinctive high-rise district of Nishi-Shinjuku, Tange Associates' Mode Gakuen Cocoon Tower stands as a symbol of innovation and exception in educational design. It is no wonder this awesome construction was recently awarded as Skyscraper of the Year by Emporis. The 50 level building contains 3 different schools: Tokyo Mode Gakuen (fashion), HAL Tokyo (IT and digital contents) and Shuto Iko (medical treatments and care). Tange Associates advise: "The building’s innovative shape and cutting edge façade embodies our unique “Cocoon” concept. Embraced within this incubating form, students are inspired to create, grow and transform." The vertical campus, which completed in October, can hold 10,000 students and incorporates a 3-storey high atrium to substitute as a 'schoolyard', called the 'Student Lounge' and multi-use corridors where communication can flourish. The tower floor plan is simple. Three rectangular classroom areas rotate 120 degrees around the inner core. From the 1st floor to the 50th floor, these rectangular classroom areas are arranged in a curvilinear form. The inner core consists of an elevator, staircase and shaft. The Student Lounge is located between the classrooms and face three directions, east, southwest and northwest. Greenery planted at lower levels brings nature and softness to the design and its elliptical form swathed in an aluminium curtain wall creates a form pleasing to the eye from every level whilst minimising the building's footprint. Tange Associates hope that the building will help to inspire a transformation in the area: "Some of the buildings in the immediate area surrounding Mode Gakuen Cocoon Tower have become old and absolete. However this area is very important to connect Shinjuku Station and the Shinjuku CBD. Our aim is to use the building to revitalize and reenergize this area and to create a gateway between the Station and the CBD." Quebec parents challenge French Language Charter ELIZABETH THOMPSON, The Gazette Published: 6 hours ago Quebec parents challenging the constitutionality of a Quebec law that blocks some children who attend English private schools from transferring into English public schools will get their day before Canada's top court in December. The Supreme Court of Canada has set aside Dec. 15 to hear two cases that pit the Canadian Charter of Rights against Bill 104, leading some to hope that a final decision in the dispute could now be rendered in time for the start of the 2009 school year. "It appears the court is doing everything it can to hear the case as quickly as possible," said Brent Tyler, lawyer for the parents. The cases centre on Bill 104, adopted by the Parti Québécois government in 2002. Prior to Bill 104, children who were otherwise ineligible to attend English school under the terms of the French Language Charter, Bill 101, could become eligible to attend English public schools after spending at least a year in an unsubsidized English-language private school. Attending English school under a special authorization, such as for a temporary work permit or for humanitarian reasons, could also make a child and their siblings eligible for English education. At the heart of the case is the issue of which takes precedence - the Canadian Charter of Rights and Freedoms, which provides that children who have attended English schools, and their siblings, have the right to attend English schools in Quebec, or Quebec's language charter. Although the parents in both cases lost at the lower court level, they won at the Quebec Court of Appeal which struck down Bill 104, saying the law was inconsistent with the Canadian Charter of Rights. Tyler said the parents got more good news recently when they learned that the federal court challenges program, which was cut then partially restored by the Conservative government, has agreed to provide $70,000 in funding to fight the two cases before the Supreme Court. Tyler says the outcome of the cases could have a significant impact on English schools in Quebec - particularly in the Montreal area. Tyler said there has been a steady stream of English school closures in the Montreal area since Bill 104 was introduced and the phenomenon is more pronounced in areas of town that had been receiving students who became eligible for education in English school by attending a private school. The English Montreal School Board has estimated it has lost about 450 students a year since Bill 104 was adopted. The stakes are high for many private schools as well, said Tyler. Many English private schools in Montreal accept government money at the high school level, but not at the primary level, meaning they can accept students ineligible under Bill 101 in elementary school but not in high school. "On average, 30 per cent of the children enrolled in the primary programs of these schools now will not be able to continue in the same schools if Bill 104 is upheld by the Supreme Court," said Tyler. The challenge to Bill 104 is just one of several cases the Supreme Court is scheduled to hear this fall - many of them from Quebec. The first case to be heard, on Oct. 7, will be a challenge by a group of Hutterites to an Alberta law obliging everyone to have their photo on their driver's licences. The Hutterites argue the law violates their religious freedom because their religion believes that the second commandment prohibits them from having their photograph taken willingly. For their latest museum design in Beijing, Ben van Berkel and UNStudio have designed a formal expression which takes ques from Chinese culture to create an architecture that offers dynamically varied spaces for the NAMOC collections. Based on uniting dualities – past and future, day and night, inside and outside, calm and dynamic, large and small, individual and collective – the two volumes reference ancient Chinese ‘stone drums’ and function in a contemporary way as a media facade with illuminated art projections. The museum focuses on creating varied galleries for the artwork that offer extensive lighting possibilities and ample wall space in order to provide artists and curators with the optimal conditions in which to display their work and communicate their ideas. The circulation is divided into different routes which lead different visitor groups around themed sequences of art and additional programs. “Whilst the architecture of the museum is represented by the ancient artifact of the stone drum, the art within represents its spirit, or its “essence”. In the same way that the agile strokes of ink in a Chinese painting give spirit to a blank piece of paper, the art collection gives spirit to the museum,” explained the designers. In addition to the interior spaces, the museum’s situation within the urban context was of utmost importance. July 28, 2010 Economic Snapshot Office vacancy rates hit five-year high, despite uptick in office jobs JOHN CLINKARD consulting economist, CanaData The national office vacancy rate reached 9% in the second quarter of 2010, continuing a trend that started in the fourth quarter of 2008. This rate was up from 8.8% in the first quarter and was its highest level since the second quarter of 2005. According to the most recent numbers from Cushman & Wakefield, the increase was largely due to the addition of 1.5 million square feet of new supply. And it occurred despite the fact that 911,800 square feet of space were absorbed in the quarter. The office vacancy rate retreated slightly in Calgary (from 13.4% to 13.3%) and Winnipeg (from 9.3% to 9.0%) but increased in the remaining eight major metro areas. Among the 10 largest census metro areas, St John’s, N.L. had the lowest office vacancy rate in the country (5.5%), despite a significant decline in office-based employment over the past year. Ottawa recorded the second lowest office vacancy rate (6.6%) due in large part to a strong (+7.6% year over year) increase in office-based employment in the second quarter. Other major metro areas with below (national) average vacancy rates in the second quarter included: Saint John, N.B. (7.9%), Toronto (8.1%), and Vancouver (8.4%). In Montreal the office vacancy rate increased from 9.1% to 9.2%, its highest level since the third quarter of 2007. The office vacancy rate for the 10 largest metro areas in Canada is now at its highest level in five years, and year-to-date commercial building permits are down by 3.5% year over year in May. As such, the near-term outlook for new office construction is quite guarded. The outlook is further clouded by the concerns about the health of the U.S./global recovery. Having said this, the relative strength of office-based employment in Ottawa, Montreal, Toronto and Vancouver continues to point to a pickup in office construction late in 2010 or early in 2011.   15. Quebec universities report steep rise in regisration MONTREAL, Oct. 8 /CNW Telbec/ - For the fall semester 2009, 268,167 students registered at Quebec universities. Of this number, 181,316 registered full time and 86,851 registered part time. After a rise of at least 1% a year for the last three years, the total number of registrations rose steeply by 3.8% this year. The last increase of this scale goes back to 2003 and a rise of 4.2% Full time student registration saw a significant increase (6.2 %) at all levels of study (5.3 % at the undergraduate level, 10.6 % at the graduate level and 6.9 % at the postgraduate level). The number of new full time undergraduate registrants also rose by 7.3%, which will have a favourable impact on total registration in the common years. Part time registration saw a small decrease in numbers by 0.8%. Bishop's 6.5% -3.3% s.o. 6.3% A number of factors explain these increases. For example, the current economic recession has led to significant numbers of lost jobs, new programs have been implemented and international student recruitment has been stepped up. Another significant observation already noted in recent years is the presence of women at university. This year, women account for 57.6% of undergraduates, 55.5% of graduate students and 48.1% of postgraduate students. 57.7% of new full time undergraduates registered are women. We observe that a majority of undergraduate and graduate students are women and that that percentage at these levels has been relatively stable in recent years. However, we also note a steady increase at the postgraduate level. These findings come from the universities' preliminary registration statistics, excluding data from Télé-université which does not participate in data collection because its registration is a continuous process. Note that the situation varies greatly from one university to another. For this reason, the statistics for individual universities must be consulted to identify the exact causes of these variations in student registrations.
