Well you could do the ridiculous setup as done on the viaducts carrying Autoroute 20 over Ville Saint-Pierre to the west, they basically built a new steel girder frame underneath the concrete, so that the strength of the concrete is no longer important Might have issues with hauteur libre over the other ramps however, much like in Ville Saint-Pierre (now trucks have to do a silly detour).

Unlikely. IIRC the MTQ Turcot website initially suggested the beginning of work in 2007

Yes they have, by Pullman and St Anne de Bellevue. It looks like they've been working or a while, have the scaffolding up for an overpass already.
