J'espère qu'ils ne toucheront pas au gros cube blanc de l'autre côté de la rue par contre, il aurait besoin d'un peu de peinture, peut-être un gros nettoyage et de quelques petites réparations, mais malgré son style un peu discutable, je le trouve très représentatif du style architectural de la période où il a été construit.

Two signatures closer to a student centre

The Concordia Student Union and Concordia University finally agreed on something this year.

 

On May 29, the CSU and the university administration signed an agreement that will effectively allow for the construction of the university’s student centre. The nearly 100-page agreement controls all conceivable aspects of the future buildings funding and uses.

 

According to the agreement, the nearly $70 million project will forge ahead—even if the CSU decides to jump ship.

 

The document states: “Should the CSU fail to collect a sufficient levy, the university has the option of imposing and collecting its own fee under the terms of the agreement.”

 

Before construction is to start, the CSU must have $10 million ready for the project. Students will eventually be responsible for 62 per cent of the cost of the building.

 

Construction of the proposed student centre already costs students $2 per credit, even though the university suggested a fee levy increase to $5.40 per credit would be necessary to finance the project.

1. there are four potential sites, not currently being discussed for obvious reasons. but given what's been released, it's a safe bet that the tim horton's parking lot and the black four story building are the most two sites most likely to receive substantial bids. when the csu first approached (informally) the owners of the tim horton's parking lot site (in 2005, i think), the (informal) asking price was $30 million. other potential sites include the back parking lot behind the hall building (concordia owned) and the site on the corner of maisonneuve and bishop, but remember - they want to be able to connect to the tunnel, and there are space needs that may exceed zoning and site limitations (see below).

2. i'm told that the deal is set up so that the university buys the land and the csu builds it out. my guess is that with this agreement in place (limiting university exposure and effectively guaranteeing csu repayment), the university is likely to buy the land as soon as possible, and possibly even loan the csu the money to get started, so as to take advantage of relatively low materials and construction costs. so watch for transactions in the area!

3. the centre is currently planned to be a huge 9 or 10 floors, and 20,500 square meters, which would mean a massive 2000 square meters per floor. lest this sounds unrealistic for a mere $50 million, recall that the john molson school ran $100 million for 37,000 square meters, and was contracted at a time when materials were a lot more costly and labor was a little more costly. also, recall that the molson building is built to leeds silver (though the student centre may well also be).

4. a legislative attempt in march to increase the fee from $2 per credit to $3 per credit was shot down by council, prompting the exec to have a closed session with council, during which the exec laid out the outlines of the agreement you read about (where the university could just impose the fees, regardless), an agreement that was eventually ratified by council.

5. the csu fund set aside for the centre must have a minimum of $10 million to secure a loan, but it currently has only $6 million. but a year at the $5.40 level ought to clear all that up.

6. the referendum on raising fees from $2 to $5.40 will be held in november, but it's unlikely to pass, paving the way for the university to impose the fees from on high.

7. finally, a reminder that, though exciting, this is years away - the line from tender to design to build is likely to take close to 3 years, and not likely to begin before mid 2011. as such, this won't be ready for student consumption for another 5 years, likely some time in 2014.
