What he is saying is that your comment doesn't reflect at all what was said in the paper. Read it again carefully. There is no "certainty" that regrouping is excluded. To the contrary.

Ça veut pas obligatoirement dire un immeuble ancien réaménagé. Ça peut aussi vouloir dire que les locaux, par rapport à où ils étaient avant, sont réaménagés et modernisés, ce qui peut certainement être le cas dans une nouvelle tour.

Ben avec pas un seul gratte-ciel digne de ce nom construit entre 1992 et 2012 (ça inclut les tours tronquées du CCE), y'avait vraiment pas de quoi se sentir supérieur à quiconque.

A fair comment MtlMan. However, if they were to move into a new building, it would be totally redundant to specify that the offices would be updated. That would be a given. So, I will continue to interpret his comments as meaning that it will not be a new building.
