They are most likely pouring concrete. Concrete cannot poured under 0*c therefore they most likely are using heaters to heat the area and the tarps prevent the heat from escaping

Well, it can actually be poured below 0°C, and it often is. Although it wouldn't dry up fast enough, nor as evenly at such temperature.
