I'm wondering what these protruding balconies are. I cannot find them on any of the previous drawings or artistic renderings. They seem in conflict with the overall design concept. Does anybody have more background on this, why they were added.

They’re not part of the design, they’re just there for construction.

Thank you both, SkahHigh and SameGuy for the info. I received this confirmation: These are simply working platforms for the construction crew.  They are not part of the architecture.  No protruding balconies in the north.  Merci
