Perhaps, but bear in mind that the people who voted for Drapeau and the people who voted for Plante are not the same:  it's a different era, with different values and priorities.  What  many of the "we" on this forum feel and crave for may not be representative of today's majority.  Maybe those "others" do not have the same kind of attachment to Montreal, maybe it's just a place where you can earn a living and enjoy freedom, not asking for more, failing to find anything wrong with the cracks and holes in the streets and the lack of cleanliness of the metro,  etc.  Remember also that currently Montreal is also quite attractive to another set of people, who are doing  very well indeed  in their own sphere of activities and live in attractive neighborhoods free of the above "plagues".

Further, I would argue that Drapeau's style of governance would not succeed today.  In fact, this was already somewhat apparent during his later years as a mayor.   Before the name of the next Montreal's Super Mayor is discovered,  there is need for citizens to decide what kind of governance they want, and then seek hard to find the right person and team.

Ça ne s'improvise pas à la dernière minute.  Et ne le qualifiez pas de "Jean-D. Deux-Point-Zéro".

Tout ce secteur des tracks a été redeveloppé en résidentiel sous Jean Drapeau au début des années 80. Opération 20,000 logements. Il a tenu son pari. Ses derniers mandats étaient ceux de la requalification urbaine. On l'oublie trop souvent. Aujourd'hui c'est un quartier mature, plein d'arbres et d'agréable densité. Tout le contraire de Griffintown! Et savez-vous quoi? Dans le temps ils refaisaient les rues au fur et à mesure que les constructions avançaient. Pas 15 ans plus tard! Le progrès, hein!
