In Old Montreal pretty much yes.  Old Montreal is still not served all that well with grocery or SAQ retail as say the area bounded by Peel to Atwater and St. Jacques to the canal.  

I lived right next door to the 21e Arrondissement in the late 80s and while the bar, restaurant and other retails services scene is night and day compared to then remarkably not so much for grocery and liquor stores.
