The third reading of a resolution giving the green light to the project has been postponed from Wednesday until Oct. 13 to give Montreal’s executive committee and city council time to approve an amendment to the city’s urban plan, which has to be adopted first, said Catherine Maurice, a spokesperson for Mayor Denis Coderre.

Executive committee gives green light to controversial Maison Alcan project

The controversial project for a 30-storey tower on the site of the Maison Alcan is one step closer to approval.

 

On Wednesday, Montreal’s executive committee passed an amendment to the city’s urban plan paving the way for final approval by the Ville-Marie borough on Oct. 13.

 

Opposition leader Luc Ferrandez said he was astounded the city is forcing through the project despite public opposition, noting the proposed redevelopment has been roundly condemned by such eminent critics as Canadian Centre for Architecture founder Phyllis Lambert and Liberal Senator Serge Joyal.

 

“There has been a chorus of opposition by the best-qualified people on this subject in the city, particularly the letters by Mr. Joyal and Mrs. Lambert, which demonstrates there is deep resistance,” said Ferrandez, the leader of Projet Montréal.

 

Critics say the 30-storey tower would ruin the 1983 Maison Alcan, which is considered an international architectural icon for sensitively integrating historic structures into a modern complex.

 

“To go ahead with the project is really to ignore the spirit of the law for an amendment of this magnitude,” said Ferrandez, who vowed to continue to fight the project and to write to Culture Minister Hélène David asking her to step in.

 

In July, the Montreal Gazette revealed the project had quietly passed the first two readings at the Ville-Marie borough council.

 

Citizens complained they had been kept in the dark after learning that a public consultation — which no one attended — had been held the day after the St-Jean-Baptiste civic holiday, and that the period to sign a register demanding a referendum on the issue expired July 20, during the summer vacation period.

 

The amendment approved Wednesday reclassifies the former Salvation Army Citadel on Drummond St., currently considered a place of worship, as a former place of worship. The amendment – to come before city council next week – must be passed before the Ville-Marie borough can give final approval to the project.

 

The 1906 Citadel, with its magnificent classical Greek façade, is to be integrated into the proposed project as a retail space or entertainment venue.

 

The project by the Cirque du Soleil and developer Yale Properties Ltd. calls for demolition of two buildings.
