Do you think they want people to start coming to Montreal during early Spring? Montreal in early Spring is dirtier than any Latin American city. Even the Old Port and McGill street (not McGill College) is filthy for like 50 days after snow melts. I always tell people not to come during that time. It's actually bad for tourism because people leave with a terrible image of the city.
