C'est exactement pourquoi je suis optimiste de voir la Caisse s'impliquer dans le tramway de Québec et dans d'autres projets de TEC.  Ils réussissent là où les organismes publics échouent.  Si on veut davantage d'efficacité dans les organismes publics, il faut let mettre en compétition avec d'autres organisations.  Être un monopole, ça ramollit une organisation.

Public transit is supposed to be a public service. PPPs that have complete autonomy aren't necessarily a great idea for public transit. Private transit builders and operators in other cities around the world are indeed profitable, but they still adhere to the mandates of those cities' transit authorities. A city needs a proper public transit authority that has final say about the projects a city requires, and we do not have one.

⬆️ Who said transportation needs to be a "social" service? Change your paradigm. Where are u buying your grocery? At IGA? Provigo Le Marché? Are they in the business of turning on a profit? Yes. Is it an essential service? Yes. Why cant the same apply to transportation IF they can build it? Change your paradigm. No Caisse, no REM and we would still be waiting 100 years for the "red line". NO THANKS. Change your paradigm.

It's the other way around. Why is "public-transit-as-social-service" so successful elsewhere in the world? Just because we are failing miserably at it doesn't mean we should throw in the towel and turn toward a for-profit, **ck-the-proles model.

Profit is merely a reward for efficiency.  We also must not mix the What and the How.  The What is public transit, the How is what the Caisse will do to make it happen.  The government is still paying for the What (the public service) but the Caisse manages the How for a profit (well, at least if they do it properly).
