Enfin! A great step forward after so many years of waiting for "an idea, a vision and a hope" to turn into reality - almost.

 

For Gaétan Barrette, head of the Quebec medical specialists association, the announcement yesterday that the downtown construction of the Centre Hospitalier de l'Université de Montréal is to begin next month came not a moment too soon. But there was a bémol, as the French saying goes.

 

Barrette, who was one of several observers of the CHUM saga as it evolved over many years, said he was profoundly disappointed and surprised that no Quebec engineers or architects were retained among the main players.

 

Premier Jean Charest had announced earlier that Montreal's $2.1-billion French superhospital will be built by a consortium of European companies.

 

It's a question of pride, Barrette said, that a crown jewel of Montreal's health scene will be built by outsiders.

 

"I think that Quebec is competitive when it comes to constructing big projects and I would have expected our players to be there," he said.

 

Barrette and CHUM doctors who provided input on the needs for the avant-garde hospital, were not present at yesterday's announcement, made by an effusive group of politicians, hospital directors and board administrators.

 

Barrette recalled the hospital redevelopment as being an "ordinary" reno project before his organization intervened in 2008 with suggestions for improvements.

 

"Now it's a new and beautiful, integrated project, one that's worthy of a university hospital. That's the truth," Barrette said. "In the name of all the CHUM doctors, I accept their muted thanks."

 

The project prompted immediate criticism from CSN union workers and opposition health critic Agnès Maltais of the Parti Québécois, who warned that the sixth incarnation of the CHUM project will probably cost taxpayers more than its projected cost of $2.1 billion because only one consortium qualified.

 

"Even before it's built, the project is a real fiasco," Maltais said in a statement.

 

When announced in 2006, the price of the CHUM was $850 million and the new hospital was to open in 2010. It was first proposed in the mid-1990s and projected to be completed in 2003.

 

That vision is now a reality, Quebec Health Minister Yves Bolduc said to much applause.

 

But critics say that there's little proof that a CHUM built as a private-public project will save the government about $300 million over the cost of building it as a conventional project.

 

That savings estimate, proposed by Quebec Treasury Board President Michelle Courchesne, is based on an expert's report that is not yet public, critics say.

 

Confederation of National Trade Unions (CSN) vicepresident Louis Roy also called on the government to make the experts' report public.

 

The consortium was chosen by default, he said, and the government still has to pay 45 per cent of the project costs.

 

Of two bidding finalists, CHUM Collectif was awarded the hospital contract, to be built as a private-public partnership with the province.

 

It's not clear why one of two bidders, the Québécois consortium Accès Santé CHUM, an experienced bidder, had priced itself out of the running in the final submission.

 

At a technical briefing on the bidding process, held for journalists earlier, Infrastructure Quebec CEO Normand Bergeron said the candidate did not meet all eligibility requirements by submitting a financial proposal that exceeded the ceiling of nearly $ 2.1 billion set for the new hospital.

 

Bid winners, the CHUM Collectif, is made up of European companies: Innisfree (UK), Laing O'Rourke (UK), OHL (Spanish), and Dalkia (French).

 

Charest said he's pleased when Quebec firms such as Bombardier win international contracts and so he is just as happy to work with international companies interested in the CHUM project.

 

But Quebec firms will be involved as subcontractors, Charest added.

 

Bidding was handled under the auspices of an auditor from beginning to the financial closure, Courchesne said.

 

Actual project costs and the auditor's report won't be made public until the contracts are signed in June.

 

Such a hospital building project is a huge and complex undertaking and few companies can guarantee the delivery of a design, construction and maintenance for the next 30 years - and within budget, Courschesne said.

 

Quebecers are getting the best possible project for their money, Courchesne added.

 

The hospital will be built on the current St. Luc Hospital Centre site on René Lévesque Blvd.

 

Excavation is to begin next week under an "early works entente" before the contracts are signed

 

The portion of the hospital destined for patients - operating rooms, patient rooms, clinical services, medical imaging, diagnostic and treatment services - are expected to be completed during the first phase by spring of 2016.

 

The CHUM's administrative offices, ambulatory services, a library and amphitheatre will be added in the second phase, slated for completion by 2019.

Si tu ouvres le concours à l'international, ben viens pas chialer après si c'est pas le local qui l'emporte.

Mais Barrette c'est Barrette. Chialeux. Faut ben faire avec.

SNC won the MUHC bidding.

 

I don't think SNC is big enough to take onto two mega projects at once, in the same city at a few kms apart.

 

And we don't have another firm as big or bigger than SNC,... not surprising that no local company won the main contracts.

Un fois le CHUM construit, le Square Viger,à cause se sa proximité, va se retrouver avec une nouvelle clientèle professionnelle ainsi que des patients et leur famille.

 

La clientele du Square provenant du CHUM ? Ce sera le monde a l'envers, alors que la clientele du CHUM proviens maintenant du Square ..... :silly: !

D'autant plus que les jobs a l'étranger sont la partie emergée de l'iceberg. OHL et Innisfree n'agissent qu'a titre d'investisseurs et ils ne vont pas shipper des travailleurs d'espagne et du royaume-uni pour construire la CHUM. De plus ils ne fournissent que 10 a 15 % de l'investissement, le reste étant couvert par les banques et companies d'assurances vies, fonds de pension généralement locaux dans ce type de transaction. Quant aux architectes 80% du travail sera réalisé en sous-traitance par des firmes locales. Au total, plus de 95 % des travailleurs impliqués sur le projet seront québécois. Le reste, c'est de la politique!

I don't know if there is even any other company in the world as big as SNC :rotfl:

What about PCL, AECON and IBI Giffels??? I would think that these companies could probably handle such a project.
