Perhaps because there's a hwy off-ramp in the back, tracks on the E side, and that a lot of people like to enjoy their pool & sunshine in the afternoon, around l'heure de l'apéro!

Also, looking at GMaps, i've figured out they'll get quite a bit of sun after approx 2 p.m. Closest bldg. taller than the terrace remains the 980, which is located at a respectable distance, as well as not being massive. Plus, i highly doubt there'll ever be any tall constructions atop the stacked VM Hwy tunnels.
