Ville Marie council okays $200M hotel

MONTREAL – A zoning change intended to pave the way for construction of twin, 32-storey towers on the southeast corner of Sherbrooke St. W. and Guy St. was given a first – and unanimous – green light last night by the council of the downtown Ville Marie borough.

 

The luxury project, called the Waldorf=Astoria Hotel & Residences Montreal, would represent an overall investment of about $200 million.

 

The change will be given a second reading Feb. 8 – and a referendum of local residents might also be held after that, if enough people in the area express the desire for one.

 

A public meeting on the project is likely to be held Jan. 25 or 26, with details to be posted beforehand with a sign on the site.

 

Monit Investments is developing the project – between 1500 and 1538 Sherbrooke – on what is now a parking lot, with plans for a 2011 opening.

 

Last night’s vote relates to the part of the project fronting on Sherbrooke.

 

Monit was granted a 10-year right to build the two 32-storey towers in 2001, and any upcoming referendum would deal only with minor changes on Sherbrooke – and not with the height of the two towers, which is set in stone, specified Nancy Shoiry, the borough’s director of urban planning.

 

The most recent plans, updated last week, call for 225 hotel rooms on the lower levels of the towers and 116 residences on the upper sections.

 

The project has been designed by DCYSA Architects, and modelled on its namesake, located on prestigious Park Ave. in New York City.

 

The towers are to be set back from Sherbrooke, behind 1,400 square metres of ballroom, meeting and other space topped by a glass dome. Vehicles will access an interior courtyard from Sherbrooke.

 

A total of nine underground levels would provide parking for 550 vehicles.

 

A city document states that the architectural character of the Medical Arts building at 1538 Sherbrooke – a 10-storey Ross & Macdonald design which dates back to 1922, also owned by Monit – will be respected, as will surviving, three-storey Victorian buildings. Three other 19th century buildings of the same character, from 1516 to 1524 Sherbrooke, were demolished after a fire in 2002.

 

Hotel projects have been on the drawing boards for the site since the early 1990s, but never broke ground.

 

The project is part of a building spree in the local hotel business, with the opening of six other major hotels planned by next year, most of them downtown. That's not counting the construction or expansion of 12 other medium-to-large hotels since April 2006.

 

Barry Kotler, president of Monit Investments, said last year the Waldorf=Astoria will cater to “wealthy guests to whom price is less of a factor” even during an economic downturn.

 

After 75 minutes of questions from the public, the meeting’s business – including the hotel zoning change – was conducted in less than 15 minutes, without any debate on any motion.

 

“We are working in close collaboration,” said newly re-elected Montreal Mayor Gérald Tremblay, who has also been borough mayor since Nov. 1 and chaired the meeting accompanied by a disparate team of borough councillors.“It’s not a caucus of Projet Montréal, a caucus of Vision Montreal, a caucus of Union Montreal.”

Why would it need a second reading? Why a local resident referendum? This is bizarre. This is the only thing that scares me.

Looks like we will have to remember to dig this thread up in late January!

I think we're missing this kind of architecture here in Montréal.

Très bonne nouvelle! Mais il me semblait que les dernières nouvelles que nous avions eu disaient que le projet était reporté et/ou sur la glace... est-ce que ça a changé? Est-ce que le projet est finalement sur les rails et sera complété en 2011 (comme le dit l'article)? Enfin, je me demande : pourquoi l'arondissement a choisi de débattre de cette question là, maintenant? Est-ce qu'il y a eu des développements récents?
