The last 5 floors are for the power and water treatment plant. The hospital will produce it,s own electricity. A hospital of this magnitude cannot be dependant on the regular hydro grid. As for the outer shell (skin), the louver system is a highly sophisticated breathable facade, which maintain interior temperatures and air pressure constant, whether it is at -40 c or +45 c outside.For those who wished there ha been windows up there, well is difficult enough to afford windows for the patient floors, windows in a mechanical tower would have been a total waste of limited available money.

PS: power plants such as this one are not feasible underground, the Radio-oncologie bunkers had priority to be underground.
