Saddest part is that it’s not only a suburb thing. Same bs in the city of Montreal. It’s everywhere.

It's just that the people who complain about housing being unaffordable are not the same as those who oppose higher density (or anything).  The concept of "the people" as a unified community of interests is an illusion, especially when personal interests, real or perceived, are at stake: that's the essence of NIMBYism.

You ask: "Where are the priorities?"  I respond "Whose priorities?"  -- It is the task of an elected governing body, be it local, provincial or national, to make decisions over such matters.  But this is easier said than done.  Things would be a little simpler if each citizen/voter was forced to say Yea or Nay; in reality, you have some strong Yeas and some strong Nays, and many undecided, uninterested or apathic people.

Il y aura toujours de l'opposition d'où qu'elle vienne. Un phénomène commun plus ou moins efficace selon les villes et arrondissements. C'est pour cela qu'un bon plan d'urbanisme est nécessaire pour guider les promoteurs, comme la population sur ce qui est à priori souhaitable ou ne l'est pas.

Toutefois une administration pro-active tentera toujours de trouver un compromis gagnant-gagnant pour que la majorité y trouve son compte. C'est là que les compensations peuvent jouer un rôle positif, en invitant le constructeur à dédommager la Ville sous une forme ou une autre. Une pratique courante notamment à Montréal.

Donc tout n'est pas négatif et dans plusieurs cas on a réussi à bonifié des projets qui autrement n'auraient jamais vu le jour.
