L'Université McGill songe sérieusement à acheter l'hôpital Royal Victoria pour en faire un édifice dédié à l'enseignement des sciences de la santé. Une entente n'a toutefois pas encore été conclue, car le projet devra être financé par Québec.

Les activités du Royal Victoria déménageront sur le site de la gare Glen en 2015, où le futur mégahôpital du Centre universitaire de santé McGill (CUSM) est en train d'être construit. En mars, le CUSM a décidé de se départir de son édifice principal, n'y trouvant aucune utilité pour son avenir.

L'hôpital Royal-Victoria a ouvert ses portes en 1893. Il a été construit grâce à un don de 1 million des riches hommes d'affaires Lord Strathcona et Lord Mount Stephen, pour célébrer le 50^e anniversaire du règne de la reine Victoria.

L'édifice, doté d'une architecture magnifique, est aujourd'hui vétuste. La transformation des locaux nécessiterait des investissements importants.

Le Royal Victoria est classé comme un bâtiment à vocation institutionnelle. Ce qui en fait un choix logique pour McGill, affirme M. Marcil.

L'édifice est situé dans la zone patrimoniale du mont Royal, en plus d'être officiellement classé comme tel. Le futur acheteur est donc limité dans ce qu'il voudrait faire avec les lieux.

Le plan d'affaires de McGill pour l'achat et la transformation des chambres d'hôpital en salles de classe et en lieux de recherche n'a pas encore été élaboré. Le projet dépend du gouvernement provincial, qui finance le coût des infrastructures en éducation. McGill espère avoir l'appui de Québec. MONTREAL — McGill University is mulling a big move — seeking to dramatically expand the footprint of its downtown campus by taking in some or all of the Royal Victoria Hospital complex.

 

And relatives of the railway barons who bequeathed the land in the 19th century have signalled they won’t stand in the way — provided McGill uses the land for medical research or a similar purpose, in keeping with the original deed.

 

The sprawling hospital is to be emptied once the new Montreal University Health Centre superhospital in the city’s west end is fully functioning.

 

“We are looking seriously” at mounting a bid to take over the Vic’s majestic structures — and the land on which they stand, dominating the southern flank of Mount Royal — to give them a teaching and research vocation, Olivier Marcil, vice-principal for communications and external relations, said in a Thursday morning interview.

 

This would resolve the university’s substantial and growing space deficit, Marcil added.

 

It also represents, he added, “an opportunity to consolidate the future of McGill University.”

 

Adding the Royal Vic site to the existing downtown campus with a specific health sciences vocation is “what we have in mind for the moment,” Marcil said.

 

“It would make sense,” although details — notably financing and the business case — have not been ironed out.

 

Some of the structures date back to the 1890s.

 

They would have to be renovated while respecting their architectural character.

 

The Vic is expected to be completely vacated once its move to the new Glen Yards site for the MUHC is carried out, sometime in 2015.

 

“One million square feet is going to be empty right across from McGill University; we are directly south and east as well,” Marcil noted.

 

The original bequest for the land was for its use as a hospital.

 

“There’s a logic to it — it’s a natural fit for us to maybe one day have the capacity to occupy ... in part or in totality the site of the Royal Victoria,” Marcil said.

 

“We feel that we can come up with a project that will be very interesting for Montreal’s population, and that they will accept this,” he added, and that McGill would at the same time “preserve the institutional vocation of the site.”

 

“Financing is the issue,” Marcil said.

 

“These are very old buildings.

 

“There’s a lot of work to do for renovations. Transforming a hospital into classrooms, research spaces and other university activities is going to be an important investment, no doubt about that.”

 

Elspeth Angus, a great grand-niece of George (Lord Mount) Stephen, said she received a call about two weeks ago from a McGill vice-principal who mentioned the university’s interest in acquiring the property, but that’s as much as she knows.

 

“They said they would get back to us, but that’s like saying I will write pie in the sky.”

 

Angus said her cousins, as well as descendants of Lord Strathcona, realize the Royal Vic “is not going to be a hospital again” and agree that having McGill take over the part of the Royal Victoria for medical research would be the best solution.

 

“The original deed said it was for hospital use, but with changing times, something involving medical teaching or research would be fine. As long as it’s medical research, and not how to make an atom bomb,” said Angus, whose big worry had been that the land might be sold for condo development. But she concedes the family has no say in what happens to other portions of the sprawling site, which were acquired.

 

Marcil said it is far too early to estimate the cost of renovating the original hospital property or “any other project for the Royal Victoria.”

 

But he agreed such a campus expansion would almost certainly require well in excess of $200 million.

 

The downtown campus is “landlocked — our space for growth is very little,” he said.

 

“When we have this opportunity that presents itself, we have to consider this.”

L'Université McGill compte acquérir le site qui abrite actuellement l'hôpital Royal Victoria pour en faire « un lieu d'enseignement, de recherche et de rencontre », a annoncé vendredi sa principale et vice-chancelière, Suzanne Fortier.

 

Lors d'un discours prononcé devant la Chambre de commerce du Montréal métropolitain, Mme Fortier a expliqué qu'elle voulait faire de ce secteur un « carrefour » qui unirait le Québec au monde. Elle a précisé que le site, situé à l'angle de la rue University et de l'avenue des Pins, ferait l'objet d'un « projet de développement urbain et touristique », développé en partenariat avec la communauté montréalaise.

 

Ce projet assurerait la préservation des édifices patrimoniaux, offrira de nouveaux espaces verts, ainsi qu'un nouvel édifice au mont Royal à partir du centre-ville.

 

« McGill a un déficit d'espace reconnu et peu de possibilités d'expansion pour son campus du centre-ville. Le déménagement de l'hôpital Royal Victoria représente une occasion unique que nous devons regarder de près », a déclaré Mme Fortier devant la Chambre de commerce. « Nous n'en sommes qu'aux études préliminaires, mais si les bonnes conditions sont réunies, le projet pourrait être lancé à l'occasion du 375e anniversaire de Montréal et ouvert au public à l'occasion du 200e de McGill en 2021 », a-t-elle ajouté.

 

Le développement du site de l'hôpital Royal Victoria sera rendu possible par le réaménagement de l'institution sur le nouveau site du Centre universitaire de santé McGill (CUSM).

Suzanne Fortier dit vouloir faire de l'Université McGill « un meilleur partenaire » pour Montréal, sur les plans du savoir, de la culture, des affaires, et du rayonnement de la ville à l'échelle internationale. L'acquisition des locaux du Royal Victoria pourrait représenter une dépense d'environ 750 millions de dollars, d'où l'intérêt de McGill pour un partenariat avec les instances publiques.

 

L'Université a présenté son projet auprès d'un comité gouvernemental qui examine l'avenir des bâtiments qui seront abandonnés à la suite du réaménagement du CUSM, mais Québec n'a pas encore fourni de réponse sur le sujet.

A première vue cela semble idéal et répondrait à plusieurs besoins simultanément, tout en préservant un édifice patrimonial de grande valeur. Mieux vaut aussi assurer le développement de McGill au centre-ville que de l'amener à se disperser ailleurs. Il est vrai qu'une rénovation est une décision couteuse, mais il faudra le faire de toute façon pour n'importe quelle proposition. Une chose est sûre, il faut assurer l'avenir de cette importante institution universitaire qui elle même fait partie du patrimoine montréalais. Une expansion vers l'hôpital Victoria m'apparait alors comme le geste le plus naturel dans les circonstances.

Je me réjouis à l’idée que les édifices du royal Victoria passent dans le giron de l’Université McGill, cette dernière manquant cruellement d’espace pour se développer au centre-ville. La préservation des bâtiments historiques et la création de nouveaux espaces vert sur le flanc sud du Mont-Royal seraient un beau cadeau à faire aux montréalais pour le 375e anniversaire de la ville tout en espérant une nouvelle entrée sur le parc du Mont-Royal dans l’axe de la rue University.

Belles photos aériennes. Un voit bien le complexe et l'espace qu'il occupe. Il y a effectivement des stationnements qui devraient, je l'espère, et reconvertis en verdures, donc remis au Mont-Royal. Et si l'immeuble reçoit un beau lifting alors le tout pourrait être superbe.
