The Toronto Board of Trade's Scorecard on Prosperity ranks 24 cities based on economy and labour attractiveness

#20 Montreal

Rounding out the top 20, Montreal battled some highs and some lows. With a high number of teachers comparitive to its population, a large immigrant population, the fourth lowest homicide rate and relatively high housing affordability, there’s no doubt the city is an attractive place to live. But its economic performance kept the city toward the bottom of the overall rankings.
