    Dear jerry, you are a former teacher. I trust that you encouraged your students to be creative and innovative. To go above and beyond expectations. To challenge the status quo. So when somebody offers a creative solution to a problem, why must it be shot down with the same old arguments about sticking to outdated scripts (such as height limitations, effect escaliers, projects are too expensive, Montreal isn't big enough, etc).     I have trouble believing that...where did you read that? Montreal has a surplus budget of ~50 million and recently received a credit rating upgrade. They would not have received an upgrade if they were the most indebted in North America. Sent from my iPhone using Tapatalk
