In some cities like Singapore (known for planning) , the government has built stations for the future developments and left it dormant until the developments catch up so when the population threshold is reached, the station is activated and residents enjoy immediate service without inconvenience. 2 stations is definitely the way to go and a small price to pay since it's above ground. Griffintown and multimedia city could certainly benefit from it (or build an interior moving walkway system and shops under the rail bridge where the storage is and link it to the central station that way) and then another station more centralised to the bassin development. It can be dormant until the beast of development awakes and roars in the neighbourhood.
