According to career advisers, the lack of job opportunities for anglophones leads many to move to cities like Toronto. “Quite often, if English is an easier language for them, they leave Quebec,” said Iris Unger, YESMontreal’s executive director. “We’re losing a lot of really talented people.” According to the Association for Canadian studies, the unemployment rate is 8.4 per cent for anglophones and just 5.9 per cent for francophones. But for bilingual people, there’s still a discrepancy with a 5.8 per cent unemployment rate for anglophones versus a 3.4 per cent rate for francophones.

Many feel that even speaking both languages, they are still second-class citizens. A consultation with 300 young anglophones from all parts of the province conducted by the Quebec Community Groups Network found most are eager to integrate with the francophone milieu, but encounter frustration, either because their school-taught French isn't good enough, or because franco- phones are unwelcoming. A perverse finding was that for young anglos, bilingualism is a greater asset outside Quebec than at home. Most shared the view that outside Quebec, any ability to speak French gives job applicants a competitive advantage, whereas less than total French fluency puts you at a disadvantage if you're anglo in Quebec. It suggests that rather than slowing the exodus of young anglos from Quebec, bilingualism is aggravating it. A common view was that on the provincial job market, francophones qualify as bilingual with far lower second-language skill than is demanded of anglophones. "Most youth expressed the frustration they feel at attempting to integrate into the job market," says the summary report of the consultation. "In addition to the language barrier, many feel that English speakers face discrimination in accessing jobs or upward mobility." The survey suggests young anglos find their school system is doing an inadequate job teaching them French, and while overall language tensions have significantly abated in Quebec in recent years, English-French relations remain tenuous on the ground. "While some said they feel shy about participating in French language activities, others reported feelings of social segregation, being unwelcome and a lack of belonging," the report says. On the upside, it was found that a great many young anglos feel positively about their communities and would prefer to make their lives there. For all the frustrations, "quality of life" was widely cited as good reason for staying. "In rural Quebec the quality of life cited included access to the outdoors, the proximity of family and friends and a strong sense of community. In Montreal, it was cited more in reference to the low cost of living, vibrant artistic community and range of activities." There also appears to be a willingness to confront the frustrations and reach across the linguistic divide. "A desire for frank discussion and projects to directly address English-French tensions in their regions was expressed." The consultation results were presented at a weekend conference organized by the QCGN at Concordia University and attended by about 100 young anglos from all parts of the province. In a plenary discussion, some spoke of personal experiences that reflected the report's conclusions. Jonathan Immoff, who attends university in Rimouski, praised the quality of life in his native Gaspé. "The region is gorgeous. It's home. It's where our family is and we don't want to leave." But he said job opportunities are scarce for anglos who don't speak perfect French. "You have to speak very well to be considered bilingual, while francophones aren't held to nearly the same standard in English." Marilyn Dickson, from the Magdalen Islands, said bilingualism is "the big issue" for the small local anglo community of about 500. "Those who aren't have no choice but to leave. It's the way it is." A delegate from the North Shore said anglo efforts to be bilingual tend not to be reciprocated by francophones. "They're not willing to speak any English. If you're English, it's screw you. The lack of communications cuts all ties right there." A franco-Ontarian delegate who moved to Quebec said she finds anglo Quebecers are treated like francophones are in her native Ottawa. The situation presents challenges for the greater Quebec anglophone community, but there is also an encouraging will to confront and overcome what problems and frustrations there are, said QCGN president Robert Donnelly. "You expressed a desire to move forward, to leave the issue of language in the past, to increase intercultural activities and to have frank, open discussion with your francophone counterparts," he said in his welcoming speech. "You stated you wish to remain in Quebec and to contribute to Quebec society." The consultation and the conference are the groundwork for a three-to-five-year strategic plan for English-speaking youth being developed by the QCGN, an umbrella group for anglo organizations throughout the province. "Youth are saying now that they want to stay," said Brent Platt, co-chairperson of the QCGN youth committee. "I think French people on the whole are more willing now to work with us, to make things better for both communities. Canada falls behind in basic worker benefits: McGill study Doesn't measure up to other countries on sick leave, vacation time and breastfeeding breaks MIKE KING, The Gazette Published: 6 hours ago mike king the gazette Canada is perennially a top-10 finisher in United Nations rankings as one of the best countries in the world to live in. But a new McGill University study indicates that Canada lags behind many other countries on some basic worker benefits. The school's Institute for Health and Social Policy conducted recently an international survey that is the first research of its type to measure Canadian laws and practices vs. those of 180 other countries in such areas as maternity leave, annual paid vacations, sick leave and breaks for breastfeeding mothers. The Work Equity Canada (WECan) index, conducted by the institute's Jody Heymann, Martine Chaussard and Megan Gerecke, found Canada scores well for having policies that guarantee paid leave to care for dependents with serious illnesses. But Canada fared worse in other areas. The 78-page report notes: - In nearly 90 other countries, workers are guaranteed three weeks or more of paid leave a year, while most Canadian workers with a year's tenure are guaranteed only two. In Ontario, Prince Edward Island and the Yukon, even workers with long service are guaranteed just two weeks of vacation. - At least 156 countries provide leave for sick workers, 81 of them offering full wage replacement. Canada guarantees just more than half as much, 55 per cent of insurable income, with most provinces and territories not guaranteeing job protection during leaves of more than 12 days. - More than 100 countries officially provide new mothers in the formal workforce with complete wage replacement during maternity leave. Most women in Canada are only guaranteed 55 per cent of their insurable income during maternity leave. Quebec is the exception, with women receiving 70 to 75 per cent of their insured income. - Since breastfeeding has been proven to dramatically reduce illness and death among infants and toddlers, 114 countries have laws guaranteeing women the right to a break to breastfeed at work. Not a single province guarantees the same benefit. On leave for dependents with serious illnesses, Canada is one of 39 countries with such leaves with pay and among them one of only 16 Organization for Economic Co-operation and Development members making the guarantee. Institute director Heymann notes there's a wide variation in laws and practices from province to province, especially when it comes to helping parents handle pregnancy and childbirth. "Quebec offers parents more choice, higher wage replacement rates and five weeks paternity leave for men's exclusive use," Heymann said. "In addition, Quebec allows self-employed workers to opt out into parental benefits," she added. "No such provisions exist for self-employed workers in the rest of Canada" - a group that makes up 15 per cent of the employed workforce. René Roy, secretary-general of the Quebec Federation of Labour, said he's studying the McGill report and isn't ready yet to comment on it. Kids will walk without Quebec turnabout KONRAD YAKABUSKI Globe and Mail March 20, 2008 at 6:00 AM EDT Jacques Ménard has got a batting average that has earned him a reputation as the Alex Rodriguez of Quebec investment banking. As Bank of Montreal's Quebec president and chief rainmaker at BMO Nesbitt Burns, Mr. Ménard has been handed some of the toughest M&A mandates Canadian business has ever seen. Yet, like Yankees sensation A-Rod, Mr. Ménard has knocked more than his fair share out of the park. TSX Group's recent $1.3-billion deal to buy an initially hostile Montreal Exchange probably wouldn't have happened – or at least not as quickly – without him. Power Financial's $4-billion (U.S.) purchase, through its Great-West Lifeco unit, of Putnam Investments bore his fingerprints, too. If baseball metaphors come to mind, it's probably because Mr. Ménard saved the sputtering Montreal Expos – twice. In 1991, he put together a group of Quebec Inc. bigwigs to buy the team from Charles Bronfman. And as Expos chairman in 1999, Mr. Ménard negotiated the financially strapped team's sale to Jeffrey Loria, once again preserving major league baseball in Montreal. Even the best strike out now and then, though. Mr. Ménard, now 62, couldn't stop the Expos from ultimately leaving in 2004. And BMO's Quebec team couldn't work miracles for Alcoa in its doomed attempt to buy Alcan last year. Mr. Ménard can accept the occasional walk. It's getting pulled from the batting line-up that really gets his goat. That is essentially what happened when Quebec Premier Jean Charest summarily shelved the 2005 report on the province's cash-sucking health care system that was tabled by a task force led by Mr. Ménard. The latter watched with similar frustration last month as Mr. Charest did the same thing with the recommendations – including higher consumption taxes and user fees – of yet another government-commissioned task force to plug the province's health care black hole. Health care expenses account for 44 per cent of Quebec's program spending. They're headed toward almost 70 per cent by But with the highest debt per capita, highest taxes, shortest workweek, most generous social safety net, lowest productivity growth and most rapidly aging population in Canada, Quebec is already struggling to stay afloat. What kind of future does that suggest for the young Quebeckers who will be left to pick up the tab for the hip replacements and Cialis their baby boomer grandparents seem to consider a God-given right? Hence, Mr. Ménard's cri du coeur in the form of a book, out this week, titled Si on s'y mettait (rough translation: If We Got Busy With It). Part reality check, part road map to growth, Mr. Ménard's essay is aimed primarily at the generation between 18 and 35. They vote far less than their elders, seemingly resigned to watching the politicians of their parents' generation mortgage their future. Few Quebec business leaders these days are willing to go public with their disillusionment with Mr. Charest's failure to tackle such problems. Not Mr. Ménard. “It's astounding the extent to which Quebec's poverty jumps out at you when you come back from a trip abroad,” Mr. Ménard writes, comparing Quebec to a “developing country whose roads have been literally abandoned for generations.” Mr. Ménard dismisses the so-called “Quebec model” of extensive social programs as “a Cadillac with a Lada motor.” The debate over the sustainability of Quebec's public services, given the province's relative demographic and economic decline, has been turning in circles for years. In that respect, the most useful contribution of Mr. Ménard's book probably comes from polling data on young Quebeckers and Canadians the author commissioned himself. It's long been thought that the language barrier and Quebeckers' attachment to their distinct culture is a natural barrier against their mobility. Indeed, governments seem to take for granted that francophone Quebeckers will never leave home. Mr. Ménard's research tells a very different story. Not only are young Quebeckers more outward-looking than their English-Canadian peers, they're more willing to move for a better job. More than half (51 per cent) of Quebeckers between 18 and 35 say they like the idea of working in a foreign country, compared with 43 per cent in the rest of Canada. Forty-five per cent of young Quebeckers say they would “without hesitation” leave Quebec to work elsewhere if a more interesting or better-paying job came up. So, if the best and brightest leave, who's going pay for the boomers' new hips? A wealthy investment banker like Mr. Ménard doesn't have to personally worry about that – leading his critics in Quebec's still-powerful union movement to charge that his policy prescriptions are just part of the same old right-wing agenda to privatize public services. Mr. Ménard denies that. He admits, though, to having his own selfish reasons for writing the book: “I'd like to watch my grandkids grow up without having to go through airports … Mea culpa.
