The perfect example of how shorter, fatter towers can completely overpower heritage buildings, box them in, and offer poor contrast between the two.  Taller and slender often does a better job at that.  As does the color of the exterior cladding.

"Taller and slender" might do a better job as long as it is not too close to the heritage building, not when it is adjacent.  

As well, form must follow function: a learning institution cannot for the most part be set like an office tower, the reason being that there is more need for large floors where a great number of people can congregate in a single room , and less need for smaller rooms used for specialized workshops and single offices for teachers and administrators.

Of course the HEC building is neither tall nor slender.  I  do not even view it as a "tower".  Now, whether it "overpowers" an heritage building is open for discussion.
