PPPs that have complete autonomy aren't necessarily a great idea for public transit. Private transit builders and operators in other cities around the world are indeed profitable, but they still adhere to the mandates of those cities' transit authorities. A city needs a proper public transit authority that has final say about the projects a city requires, and we do not have one. Provigo Le Marché? Are they in the business of turning on a profit? Yes. Is it an essential service? Yes. Why cant the same apply to transportation IF they can build it? Change your paradigm. We also must not mix the What and the How. The What is public transit, the How is what the Caisse will do to make it happen. The government is still paying for the What (the public service) but the Caisse manages the How for a profit (well, at least if they do it properly).
