I mean, sure, the buck stops with CDPQ, but let’s not forget that the construction and infrastructure contract was given to the NouvLR consortium, while the rolling stock and performance contracts were given to the GPMM consortium — both groups having tons of experience in these areas. It’s unfathomable that nobody could guess that the methods and means they chose would have no effect on the local environment. Again, they cheaped out and hoped that nobody would care or notice.
