Would it not make sense to do the excavation and underground portion of phase 2 now?
I would say no for two reasons, but mainly cost. First, they would have to move their sales office somewhere else, meaning they would have to rent a space.
They could save a lot of money by moving the sales office in to phase 1 when complete (YUL have done just that.)
Second, they would lose a lot of storage space for material and machinery. Eventually they will have to rent street space for this, but they can save that cost for now.

Corrigez-moi si je me trompe.

I think they really need to come up with a global plan for the building. This gradual, piecemeal replacement of concrete with windows makes Place Bonaventure look even worse.
The worse is the windows aaren't even the same tint...

I don't think Toronto has a personality problem. The thing with Toronto is that it has so many cultures mashing together. I think most forumers who have visited Toronto (or even live there) will agree with me that Toronto has some of the best international food in Canada and that it would be hard to find one food that represents Toronto because it has so many great dishes.
I don't dislike Toronto, I visit each year and I have a great time. It's just missing a cultural depth that you see in other cities of a similar size, that's all. The "we are multicultural" excuse for not having it's own culture is weak. Every big city is more or less multicultural, it's not unique to Toronto.

There's a problem when you have to hold a vote to figure out your personality.

All the buildings in Vancouver look like the cheap generic ones in Sim City ?

Wow! This is one I had never heard of. Certainly, had it been built (I wish), we'd have a little cluster of towers in the east, close the the J-C Bridge. That would have been awesome.
I think that once the south west is filled out, the next area to fill up will be around the gay village and J-C bridge.

The Toyota Gabriel is moving in to La Catherine, probably a good sign that the current Toyota building will be torn down soon. Their website says Le Gabriel will be complete in 2019: http://legabriel.ca/landing/

Grande ouverture 3 juin 2018.
I work in a hotel and I met a couple from New Jersey. I asked them how their drive was to Montreal and they told me they took a cruise here and loved every aspect of it. Really refreshing to hear!
This project is great, the buildings have a clean and efficient design. They won't win any architecture awards, but still look great compared to many northern cities ports. I appreciate that they match the established style of the Centre de Science, the port looks coherent.
They also started changing the signs from Quai Alexandra to Grand Quai.
