I live nearby and almost every time I've walked by it's been mostly empty. Maybe it's different in the summer when Wellington is closed to cars. The plans do seem to focus on improving the parking lot so that it becomes more attractive to people going to Wellington street, since they're currently under-using it most of the year- that is where most of the city money is going if I understood well. Then there's the Jardins Ethel project on the upper storeys. But not quite anti-car.
