Devimco has a solid experience in terms of developing projects and dealing with the city, I'm assuming they know what they are doing. My guess is, just like wellz says, if the project respect all the rules for this location and they're not looking for any derogations, the project should be accepted.

It's impossible that the skybridge would be over the houses. You can't build over your neighbour 's land. And just look at the rendering - for the skybridge to be over the houses, the towers would need to be in the middle of the streets!
