They offered to refund me what they haven't installed or take back the condo to refund my deposit plus $3000 as interest. This is ridiculous .

Need some advises, I did the pre-acceptance inspection, I found that a couple of things they have not installed. They just said too late to install them now and refused to put on the checklist of work to be completed or corrected. They just offer to refund what I paid. They did not follow the contract. What can I do now? Any government departments can help?
