It's funny because if you keep the layout mostly the same and just invert the shoulders: use the left shoulder for buses (and keep the right shoulder as just a shoulder), even though that's not as good as proper reserved bus lanes on the left, that change alone would make the layout quite substantially better for buses, especially if in a future project you redo a40 between the bridge and anse-a-l'orme to bus lanes on the left, kinda like they did with a20 between mercier and turcot (westbound) or atwater (eastbound), it could work out really well in the end. Unless i'm missing something (i could be), it seems like a really simple solution that's not pursued because... reasons.
