Montreal is promising the future housing project on the former Hippodrôme will "change the paradigm" for development, by no longer basing it on cars.

Mayor Valérie Plante’s administration promised Tuesday to hold public consultations before moving forward on an “audacious vision” for a car-free neighbourhood on the former Blue Bonnets racetrack.

“There will be a consultation before the development of the Hippodrôme site,” Éric Alan Caldwell, the executive committee member responsible for urban planning, mobility and public consultation, said Tuesday during the monthly city council meeting.

The 8,000-unit development will “change the paradigm” for development, by no longer “thinking of neighbourhoods as we thought of them half a century ago, when everything was based on access for cars,” Caldwell said in answer to a question by opposition housing critic Karine Boivin-Roy.

Boivin-Roy, the councillor for Louis-Riel in the Mercier—Hochelaga-Maisonneuve district, asked whether citizens would be consulted on the plan after Plante revealed in a radio interview last week that the long-awaited housing project at Décarie Blvd. and Jean-Talon St. W. would be car-free.

“At the Hippodrôme, we will propose a neighbourhood without cars,” Plante said on Radio-Canada’s La soirée est encore jeune show.

Plante added that the ecological development would be a counterpoint to the future Royalmount project, a gigantic mega-mall to be built nearby at the intersection of the Décarie Expressway and Highway 40, an area prone to chronic traffic congestion. Since the future “lifestyle centre” is located in the Town of Mount Royal, Plante acknowledged that she had little power to demand changes.

In council, Caldwell said the Hippodrôme project would “be ambitious and appeal to citizens’ ambition.”

“It will be an audacious vision for a green neighbourhood, for an eco-neighbourhood based on sustainable mobility,” he added.

The Plante administration has said in the past that consultations on the Hippodrôme project will be held this fall. However, the city has not yet given a mandate to the Office de consultation publique de Montréal (OCPM), said Anik Pouliot, communications director for the consultation bureau.

Over the past summer, the 46-hectare Hippodrôme site was used for an urban agriculture project. The Côte-des-Neiges—Notre-Dame-de-Grâce borough is also planting trees there and sponsoring a beekeeping project.

The Blue Bonnets racetrack, which first opened in 1872 in the Montreal West/Ville St-Pierre area, moved to the Décarie Blvd. location in 1907, after railway construction divided the racecourse in two. Montreal acquired the land in October 2017 and began demolition of the abandoned structures on it last year.

Si le projet prévoit une forme de navette pour faire le lien avec le métro Namur, mais surtout si l'offre en commerce de proximité est bien réfléchie, je m'en fait pas trop.

Il faudrait tout de même que le projet comporte un stationnement souterrain vers l'est du site pour les voitures des résidents et les autopartages.

I think the best navette they could use, would be a tram system, nice and green.

Either way, I am looking forward to seeing what this development will look like.

I wonder if this whole car free thing, will mess up the extension of Cavendish blvd.

I'm intrigued at how this will turn out. Royalmount vs Blue Bonnets site. Two visions that are diametrically opposed. Valérie Plante wants social housing and no cars (good luck finding buyers, people want at least the flexibility of knowing they could own a car, especially when they have a large parking "incitatif" right in front for commuters from the West Island). Royalmount is unbridled capitalism.... 5 years from now let's see which vision provides the greatest dynamism and revival for this area.... my personal bet is on Royalmount.

The nature of the projects almost doesn’t matter. It’s the public infrastructures that are the determining factor here. I fear both projects will struggle and suffocate without at least finishing Cavendish.

L'idée n'est pas d'avoir aucun propriétaire d'auto, l'idée c'est que les autos demeurent hors du quartier, ou du moins ne sont pas présents dans l'espace public. Tu arrives à un stationnement en périphérie, tu te stationne, puis après tu vas chez toi. 

Plusieurs quartiers sans autos en Europe ont de généreux espaces de stationnement autour, ou même en-dessous. 

C'est ce qu'on devrait aussi faire pour le Vieux-Montréal.

I checked on Google Maps the commute time with the current public transit system in place.

Job near Poste Canada (Highway 40) - 46 mins 

Job near Aldo Head Office - 49 mins

Job in Chabanel area - 57 mins

Job near Anjou mall - 72 mins (will be better with blue line extension)

Job in the downtown core - 49 mins

Job off of Sources - 53 mins (might be quicker with REM)

Job near 32nd Ave in Lachine - 52 mins

Times are also based on a 14 min walk to Namur, for people who live further in the development, if you live as close as possible to Namur, you might save 9 mins.

A lot are within the 60 min range, which is not ideal, if you are a person that do not have a car, but it is possible.

I do want to see the cost for a 3-4 bedroom house or townhouse in this development. 

Will it include a schools, day cares, grocery stores?

C'est ce qu'on devrait aussi faire pour le Vieux-Montréal. 

Pour faire du pouce sur ce que tu dis, je reviens tout juste d'Italie, un pays hyper motorisé où on priorise le stationnement sur les trottoirs. Toutefois, toutes les villes et villages que j'ai visité (parfois pas plus de 500 habitants) ont des centro storico complètement piéton, sans voiture. Des stationnements, payants ou gratuits dépendemment de la place, parfois en surface et d'autre fois souterrains, sont disponibles à l'extérieur de la zone piétonne.

La ville de Ghent (Gand) en Belgique, a fait quelque chose de similaire pour son centre historique et c'est hyper agréable de s'y promener.

C'est exactement ce qu'il faudrait avoir pour le Vieux-Montréal. Et nul doute que ça pourrait très bien fonctionner pour le secteur de l'Hippodrome.

Ok mais les blue bonnets. N’est ni historique, ni petit. 8000 logements c’est un immense village lol. 

De plus la réelle question que personne n’as encore répondu... y a t il une demande pour ça ? 8000 acheteurs veulent avec pas d’auto dans leur quartier ? A cet endroit? J’en doute.
