Private Park

What's the deal with that little park at the southeast corner of Sainte-Antoine and Place d'Armes/Saint-Urbain (next to La Presse)? It looks so nice yet every time I've passed by there (hundreds of times), the gates are locked! Is it a private park? If so, who owns it and who can go inside? Any information would be appreciated.

i think it's property of lapresse, pretty much like the domtar park on bleury/maisonneuve
