J'imagine que le classement est basé sur un nombre limité d'indices "objectifs" comme le taux de criminalité, le revenu, le nombre d'espaces verts, le nombre d'événement culturels etc... Comme cela est fait probablement sur une base per capita, au final, on compare un peu des pommes avec des oranges.
