Est-ce que cela veut dire qu'on devrait tout laisser faire?

Normal que les gens résistent aux changements, surtout s'ils se sentent directement concernés dans leur quotidien. Il y a aussi plus de chances qu'une population plus âgée soit moins favorable à ce genre de projet qui pourrait déranger leurs habitudes ou les priver d'une vue qu'ils considèrent (à tort) comme acquise.

C'est en fait le syndrome du pas dans ma cour qui sommeille discrètement en chacun de nous et qui pourrait se réveiller si les circonstances se présentaient dans notre propre vie, indépendamment de notre âge.

Néanmoins en ville comme à la campagne, à moins d'une clause le stipulant, rien ne garantit un droit de vue ou tout autre droit qui pourrait changer la nature de notre environnement immédiat. Or, tout le monde est soumis à l'évolution du voisinage et doit s'attendre à des changements un jour ou l'autre. Soit par un nouveau zonage ou l'arrivée d'un propriétaire qui décide d'utiliser au maximum son droit de développer dans les limites de son terrain.

C'est donc de bonne guerre de tenter de résister face à un projet qui peut paraitre trop imposant, cela conduit parfois à d'heureux compromis. Mais dans tous les cas, si la proposition respecte les conditions exigées via le plan d'urbanisme par l'autorité municipale. Le promoteur pourra aller de l'avant et faire valoir son droit en dépit de l'opposition.

Des changements ont été apportés aux plans du projet de résidence pour retraités prévu sur le boulevard Montréal-Toronto, à Dorval. Les inquiétudes des voisins, principalement tournées vers la hauteur et la sécurité du développement, ont été prises en considération.

C’est lors d’une séance de portes ouvertes, le 12 août, que le Groupe Sélection a présenté les ajustements pour accommoder le voisinage du terrain, toujours en processus d’acquisition.

Le nombre d’étages du bâtiment initialement fixé à 14 a été réduit à 12. Ensuite, les études du promoteur ont démontré que cette nouvelle donnée n’aurait aucun impact indésiré sur le niveau d’ensoleillement. L’ombre se fera uniquement du côté de l’autoroute, n’incommodant aucune propriété.

La construction visant 238 unités comptera également plus d’espaces verts. «Pour nous, c’est très important d’avoir des coins extérieurs où les gens peuvent s’asseoir et prendre le temps de relaxer», indique la porte-parole Mylène Dupéré.

Du même coup, la sécurité piétonnière pourrait potentiellement être renforcée en aménageant des bandes de verdure entre les artères et les trottoirs, de sorte à éloigner les marcheurs des voitures.

L’emplacement, selon elle, demeure d’une importance capitale, en raison de sa proximité avec les voies routières, l’aéroport et les stations de transport en commun.

Stationnement

Afin de limiter les risques de voitures laissées dans les rues résidentielles, 46 nouvelles places ont été ajoutées aux deux niveaux de stationnements souterrains, qui en prévoyaient déjà 134. De plus, le promoteur a dénombré un maximum de 26 employés pouvant travailler en même temps lors des quarts de jour.

«Il y aura vraiment de la place pour tout le monde, assure Mme Dupéré. Les employés pourront aussi prendre le transport en commun pour se rendre au travail, dû à la proximité des nombreux services.»

Durant les plages horaires de soir et de nuit, on compterait respectivement 12 et 4 employés.

Prochaine étape

Le projet résidentiel que le maire Edgar Rouleau qualifie de «nécessaire pour Dorval» doit encore attendre le changement de zonage commercial actuel vers un zonage résidentiel de haute densité avant de voir le jour.

«Notre mandat est de nous assurer de bien consulter les citoyens et de répondre à toutes leurs interrogations, conclut Mme Dupéré. Maintenant, c’est à la ville de décider de la suite des choses.»

Il est prévu que le sujet soit abordé lors de la prochaine séance du conseil municipal, le lundi 16 septembre. Les résidents pourront s’exprimer librement sur les nouveaux changements.

Process launched to oppose new seniors residence in Dorval

Residents say the location is too close to the highway, and crossing Dorval to get to the shopping centre is too dangerous for seniors.

The application process for a register opposing a proposed seniors residence in Dorval is underway. The deadline to submit an application is Friday, Oct. 4.

Ever since Groupe Sélection introduced its proposed project to build a seniors high-rise on a modest lot just south of Highway 20 and east of Dorval Ave., residents living on adjacent streets have been voicing their displeasure.

They protested the location, saying it is too close to the highway and crossing Dorval Ave. to get to the shopping centre across the road is too dangerous for seniors. They protested the height, saying it would block the sunlight. They protested the number of parking spots, saying on-site parking was inadequate which meant visitors and/or staff would park their cars on adjacent residential streets. And, on the subject of cars, they said traffic would increase in an already busy sector.

What they aren’t against is a seniors residence. They just want council to consider a “more humane” project.

More humane means not a high-rise, but a Groupe Sélection spokesperson told the West Island Gazette that to make the facility financially viable, it has to be a high-rise. The lot isn’t big enough to contain a sprawling facility.

Not everybody is against the project, but it can be intimidating to speak out when so many voices are raised in opposition. Marguerite Laporte, however, was not intimidated. Not one bit. The senior citizen rolled into council chambers in her wheelchair two weeks ago, positioned herself beside council’s table at the front of the room and launched into an impassioned speech about seniors’ needs in Dorval. She said the city was built on the backs of residents such as herself and that the younger generation complaining about the facility should back off. Her husband had recently died and she could no longer live alone in the family home. She was actively looking for a more suitable living arrangement. By the time she finished, she was in tears.

Laporte said that she could not afford to live in the more expensive seniors facilities, but her call for seniors to be better served in Dorval came across loud and clear.

Mayor Edgar Rouleau said Dorval seniors who want to downsize to a facility with plenty of services have to move to Pointe-Claire or Lachine and that the city does need more options for its aging population.

Groupe Sélection has a province-wide network of facilities which offer extensive services, including an on-site health centre with a nursing station staffed 24/7, a swimming pool, exercise programs, dining facilities and, depending on the building, such things as a putting range, billiards room, art room, party room, hair salon, convenience story, pharmacy and movie room. The apartments are designed to meet the needs of independent seniors, but there is also a care floor for residents who, with time, need heightened monitoring.

One senior citizen who sat beside a reporter during the last council meeting but declined to give her name, said the Groupe Sélection project was exactly what she was looking for. She wanted to downsize, but stay in Dorval.

“These people forget that those services cost money,” she whispered as one more resident stood up to protest the plan. “If I move, I want those kind of services. They (Groupe Sélection) have to be able to pay for the services.”

The register process may be launched if a development project requires a zoning change to move forward, as is the case in Dorval. Residents living in contiguous and concerned zones may request a register following council’s adoption of the second reading of the proposed zoning amendment. Requests for a register must be submitted to Dorval’s office of public affairs and registry, 60 Martin Ave., by 4:30 p.m., Oct. 4. An application from a zone must contain at least 12 signatures from residents living in the zone or a majority of signatures, if the number of eligible residents does not exceed 21.

If the application(s) for a register are sufficient, a register will be held Oct. 30. If the required number of signatures are collected during the register, council decides whether to hold a referendum or drop the zoning amendment. The myriad details concerning the contiguous and concerned zones and voter eligibility are available at Dorval’s public affairs and registry office during regular business hours, or can be viewed online by visiting www.ville.dorval.qc.ca.

Dorval will not hold a referendum on a zoning change which would have given the green light to a controversial plan for Groupe Sélection to build a seniors high-rise just east of the Highway 20 and Dorval Ave. intersection.

A register requesting a referendum was held Oct. 30. The register was signed by 162 citizens living in contiguous zones. Only 62 signatures were required to launch a referendum. If a register gathers the required number of signatures, city council must decide whether to drop the zoning amendment or move forward with a referendum.

Back in August, Dorval Mayor Edgar Rouleau spoke to the West Island Gazette about growing citizen opposition to the project and said “We have never held a referendum on a zoning issue. If people are against it, they are against it. But we don’t have this type of housing in Dorval and there is a demand for it.”

Groupe Sélection, a specialist in seniors facilities, wanted to build a 12-storey high rise. Citizens voiced concerned about the proposed project’s height and location, saying it contravened the city’s master urban plan which sets height limits at eight storeys. There were also concerns about parking, traffic circulation and security for the seniors who would have to cross a busy street to do their shopping.
