Je ne parlais pas du Phase 1  de MACH, (qui semble terminer à Beaudry). Je parlais du lot développé par Devimco, à l'ouest de Beaudry.  Le bleu dans la carte que j'ai ajoutée. Je crois que c'est 2 projets distincts en quelque sorte.

La partie Ouest (résidentiel) est créée par la firme Provencher Roy. 

La première phase du développement, coin Wolfe et René-Lévesque, a été apparemment refusée par le CCU. Les évocations disponibles étaient, semble-t-il, vraiment très décevantes, un genre de gros massif de condos à la signature architecturale plus pauvre que tout ce qui a été fait dans Griffintown. 

Évidemment, c'est Devimco!

Ce serait tellement génial que plutôt que de répéter le modèle de Gft l'on ait ici droit à une certaine densité en hauteur, mais avec des percées créés par une variation des hauteurs puis des espaces publics verdoyants! 🌾🌳 😃

La Ville de Montréal aura dorénavant la possibilité d’acheter des terrains et des bâtiments en priorité afin d’y développer des logements sociaux et communautaires. Quelque 300 lots sont ainsi ciblés dans les quartiers centraux de la métropole.

Le mécanisme mis en place est un droit de préemption qui devrait favoriser la mixité, souhaite la mairesse Valérie Plante qui en a fait l’annonce lundi matin. Selon elle, il s’agit d’une solution « à une situation particulièrement tendue » alors qu’il y a pénurie de logements, en général, et de logements sociaux, en particulier.

« La Ville va avoir la chance d’acheter avant quiconque des terrains ou des immeubles qui sont mis en vente dans des secteurs prioritaires. Le marché immobilier est en effervescence à Montréal et il n’y a pas beaucoup de terrains qui sont offerts sur le marché. Et lorsqu’il y en a, ils s’envolent très vite », a-t-elle expliqué.

La Ville a identifié environ 300 terrains dans des secteurs en transformation. Ces terrains sont situés dans les arrondissements Côte-des-Neiges–Notre-Dame-de-Grâce, Mercier–Hochelaga-Maisonneuve, Plateau-Mont-Royal, Sud-Ouest, Verdun, Villeray–Saint-Michel–Parc-Extension et Ville-Marie. On retrouve également plusieurs lots à proximité du nouveau campus de l’Université de Montréal, dans l’ancienne gare de triage d’Outremont. Ces terrains, d’une superficie « raisonnable », selon le responsable de l’habitation au sein du comité exécutif, Robert Beaudry, pourraient accueillir un minimum de 30 unités de logement.

Les propriétaires des terrains visés seront bientôt informés par courrier. Au cours des 10 prochaines années, lorsque l’un d’eux voudra vendre un terrain ou un bâtiment ou qu’il recevra une offre d’achat, il devra d’abord l’offrir à Montréal. La Ville aura alors 60 jours pour analyser le dossier et décider si elle souhaite ou non l’acheter aux mêmes conditions.   Des fonds publics sont prévus pour de telles transactions dans le Programme triennal d’immobilisations (PTI) ; à l’heure actuelle, 35 millions sont disponibles.

Valérie Plante a précisé qu’il n’est pas question d’utiliser le droit de préemption dans le cadre d’un projet résidentiel de grands développeurs. La mairesse a rappelé que dans ce cas précis, il existe un autre « outil », soit le règlement sur l’inclusion.

Ainsi, à compter de l’année prochaine, un promoteur devra faire 20 % de logement abordable, 20 % de logement social et 20 % de logement familial. Dans l’immédiat, les promoteurs des projets dérogatoires, c’est-à-dire qui nécessitent des changements de zonage important à cause de la densité et des hauteurs par exemple, doivent avoir une entente sur le logement social avec la Ville avant d’être autorisés à construire. C’est le cas du projet Quartier des lumières sur le site de l’ancienne maison de Radio-Canada, dont l’annonce de la première phase se fera mardi matin, a confirmé Mme Plante. « Cela démontre la sensibilité de plusieurs promoteurs immobiliers à répondre aux besoins de logement. […] La sensibilité peut venir de façon intrinsèque ou parfois, il s’agit d’être plus à l’écoute du milieu. C’est ce qui se produit en ce moment », a-t-elle ajouté.

En 2017, la Ville de Montréal a acquis le droit de préemption par voie législative. Jusqu’à maintenant, elle s’est dotée d’un tel droit en matière d’urbanisme et un autre visant le développement de grands parcs.

MONTRÉAL, Feb. 18, 2020 /CNW Telbec/ - MACH and Devimco Immobilier announce an agreement to build more than 2,000 condominium units in the Quartier des lumières, located on the site of the former Maison de Radio-Canada. Devimco Immobilier is establishing a partnership with the Fonds immobilier de solidarité FTQ to complete this project.

MACH is giving Devimco Immobilier responsibility for developing the condominium portion of its mixed-use project, which is to include condos, rental apartments, social housing, office space, neighbourhood shopping and spaces for social, community and cultural activities, as well as 54,000 square feet of public green spaces. The condos will be located in the former parking area west of the Radio-Canada building, at the corner of Wolfe Street and René-Lévesque Boulevard.

This is the initial phase of a major project, with construction set to begin in 2020. This phase will be known by the name Auguste & Louis, a nod to the Lumière brothers, two French engineers who played a vital role in the history of movies and photography.

Partnership with the Fonds immobilier de solidarité FTQ

To carry out this project, Devimco Immobilier and the Fonds immobilier de solidarité FTQ are once again teaming up after completing a number of flagship projects in Montréal, including Solar Uniquartier and Maestria, through a business relationship lasting nearly a decade.

This initial phase in the complex, designed in collaboration with the architectural firm Provencher Roy, will accommodate 270 condominium units spread over 9 and 14 storeys, heights that are fully permitted under current zoning. Delivery of the first units is expected between the summer of 2022 and the spring of 2023.

The project's architectural concept, which will stand out with its contrasts and plays of light, is rooted in the theme of the Quartier des lumières, paying tribute to the Lumière brothers. The metal cladding on the upper floors and inside the courtyard will capture light and project it to the lower floors, which will form a contrast with their masonry cladding. The double-height lobby will also allude to the art of cinema by immersing residents in an atmosphere recalling the black boxes of film projection.

On the roof, adjacent to the "urban chalet," there will be a series of terraces and green spaces set up to promote a friendly and dynamic community spirit. The project will be crowned by an outdoor rooftop pool offering residents a breathtaking view stretching from the Jacques-Cartier Bridge to the downtown core.

The Quartier des lumières

The Quartier des lumières is a comprehensive project that fosters social diversity and mixed uses by creating public areas and establishing about 600 social housing units on the site. Construction of these units is set to take place soon after Radio-Canada employees relocate.

The Quartier des lumières will meet the highest environmental standards. The New York-based Center for Active Design has just awarded three-star Fitwel Community certification to the entire development for quality of life in terms of well-being and overall health, a first in Canada. For its master plan design, the Quartier des lumières has also obtained LEED Platinum Neighbourhood Development certification.

Lumière sur deux frères

Considérés comme les pères du grand écran, Auguste et Louis Lumière, dits les frères Lumière, sont les inventeurs du film à perforation ronde. Ils ont joué un rôle de premier plan dans l’histoire du cinéma et de la photographie grâce à leur invention du cinématographe.
