What are modified slot waivers and what does this mean for YUL?

At slot controlled airports in the US, the FAA issued a waiver in the early stages of the pandemic and has been allowing airlines to sit on their slots without operating the minimum required number of flights — currently 80% at LGA and DCA. The waiver has been renewed from November until the end of March, but only for “international” flights. The largest airline operating out of LGA is Delta, with over 500 slots; during the peak of summer they were operating upwards of 300 domestically, but as of November 1, they will need to operate more than 400 a day to comply with the slot regulations, even during the traditionally slower “shoulder seasons” (November and January). The only relief (as they begin to hire new crew and workers and build up capacity again) is to make use of the modified waiver and suspend fights that had traditionally been flown “internationally” in previous years.

Thanks. So, they can continue on a reduced number of international flights without losing their allocated slots. Which means that they suffer no penalty for cancelling, among other destinations, Montreal. You used quotation marks for the word ‘ internationally’.  Surely YUL is considered to be an international flight, no?

Apologies for these naive questions.

WIll be interesting to see if more Canada-US routes get canceled this winter season because of this international slot waiver.

Yes. The US doesn't make a distinction between transborder and international. It's all international for them.

No need to apologize. These issues don’t generally come up in most aviation conversations, and often the term “slots” gets misused anyway.

Just over half the world’s largest airports are Level 3 (coordinated, or slot-controlled). In Canada, only Vancouver and Toronto Pearson are Level 3 coordinated airports; Dorval is Level 2, and airlines can just apply for slot pairs here without any historical performance for the flight. In the US, only JFK, LGA, and DCA are slot-controlled, but the latter two aren’t on the IATA Level 3 list as they only offer transborder rather than true international service; the three US airports’ slots are controlled by the FAA rather than the local airport authorities.

Interesting to note that there are only three Level 2 airports in Canada. YUL, YYC and YQB, believe it or not.

Although YQB might be due to terminal constraints, and not runway constraints. (still weird, considering they recently expanded their terminal building)

There are similar examples in the States, where MCO and SEA have level 2 status, but not for the airport as a whole, but rather for their international terminal buildings only, which can get congested quickly without slot coordination.
