Apologies if I post in English only.

I would need some advice from an architect familiar with the building code applied in Montreal. Indeed I have a bedroom and a bathroom in my condo unit with two skylights and no windows. The skylight in the bedroom could be opened from the room in the past in order to allow some air ventilation. However as the skylight was leaking, it has been sealed from outside and now it cannot be opened anymore. Is there in the building code applied in Quebec a rule that requires a skylight that can be opened if installed in a room without windows? I would like to find a reference to some regulations, if exists, to point out to my condo administrator who was in charge for the reparation that it cannot be done in this way.

Hi, after a short review of the Building Code (CCQ 2005, Section 9, article 9.7.1.2), I found something interessting for you:

Every bedroom must have an opening window to outside with an openning surface of 0,35 m2 min., shortest lenght of the openning must be at least 380 mm and the window must be easy to operate (from the interior, without any tool or specific knowledge of the mecanism). If the building is protected with an automatic sprinckler system, one can ignore the above requirements.

Hi Malcolmeyeal thank you very much for your help! This article seems referred to fire safety requirements. Indeed it refers to windows and not skylights (from which you cannot evacuate the buildings). But this room is connected to the emergency exit corridor so fire requirements should be met even with a fixed skylight. I thought that in the building code there were some requirements about ventilation, the only reason that would impose to install an operable skylight in this room..?

      Repairs to Hélène de Champlain building force eatery to shut

      The building that houses the Hélène de Champlain restaurant on Île Ste. Hélène needs massive repairs, and the restaurant will close for good in 16 months when its lease expires.
       
      Pierre Marcotte, the French- language television personality who has leased the red sandstone building from the city since 1983, says the property needs between $3 million and $5 million in repairs.
       
      "We have no choice but to close," he said. "The city has decided not to renew its lease after 2009 in order to undertake the repairs. That could take a year or more to complete. The electrical and heating systems are outdated, and major repairs to the building itself are necessary." Initially meant to be a sports pavilion, the island chalet was built during the Depression as a Quebec government make-work project. It was designed by Émile Daoust to resemble a Norman château, and the grounds were landscaped by Frederick Todd. It was turned over to the city in 1942 and in 1955 became a municipal restaurant, but didn't get a liquor licence until 1960.
       
      In 1966, Mayor Jean Drapeau had the building redone as the official residence for Expo 67's Commissioner-General, Pierre Dupuy. It also had a hall of honour next to the main dining room that was used by Drapeau as a reception centre for visiting dignitaries and heads of state.
       
      The reception for French President Charles de Gaulle was held in the chalet after he delivered his controversial "Vive le Québec libre" speech.
       
      Even though the restaurant proved to be a money-loser, Drapeau kept its five dining rooms open until 1977, when they were closed because of a labour dispute. They reopened in 1981.
       
      Marcotte said he does not plan to renew his lease, and no one is certain what will happen to the building once the repair work is done. In the past, there has been talk of converting the site into a hotel for high rollers at the Montreal Casino.

      Finally the huge crappy industrial building on the southeast side of Jarry and Viau is either going down or it'll be part of a large redevelopment!! The block is completely fenced in and the walls are being stripped and all the insides are being gutted..Let's hope for the first 20+ storey tower for the east end...the project belongs to the very deep pocketed Saputo clan and their associates.
