C'est ce que révèle un rapport publié par le Programme international de recherche en lecture scolaire (PIRLS), à la suite d'un test administré dans plusieurs pays. Le PIRLS a testé les aptitudes de lecture de quelque 215 000 enfants de 4e année de 40 pays, l'an dernier. La Fédération de Russie, Hong Kong et l'Alberta sont montés sur le podium. À l'échelle du Canada, cinq provinces ont participé à l'épreuve: outre l'Alberta qui s'est classée au 3e rang et le Québec au 23e, il y avait la Colombie-Britannique (5e), l'Ontario (7e), la Nouvelle-Écosse (16e). Il reste que le Québec a terminé au-dessus de la note moyenne de 500. Les questions du test évaluent la capacité de: se centrer sur l'information et les idées directement énoncées; les extraire; réaliser des déductions ou inductions directes; interpréter et intégrer les idées et l'information; examiner et évaluer le contenu, la langue et les éléments textuels. Constatations importantes En 2006, le PIRLS a fait trois constatations importantes: l'aptitude de lecture des filles était supérieure à celle des garçons; l'intérêt et le plaisir des enfants pour la lecture baissent; les pays peuvent améliorer la performance de leurs élèves. Selon les codirecteurs de PIRLS, Ina Mullis et Michael Martin, du Boston College, les pays peuvent utiliser les données du rapport pour améliorer l'enseignement de la lecture. Le rapport, ajoutent-ils, confirme la place de la famille comme premier, et peut-être le plus important, enseignant de la lecture. Apres des annees d'avoir "fait le tour" un peu du monde entier, je realise a quel point Montreal est une ville qui demontre un taut eleve de densite et cohesion urbaine. Bien sur il y a aussi d'autres villes fortes dans ce domaine, exemple facile: New York City. Mais quand meme... j'ai choisi une ville Americaine au hasard pour faire mon petit test, et voici. Pittsburgh, PA vs Montreal, QC Oui Pittsburgh (22e ville/metro d'importance au E-U) n'a que ~60% de la population de Montreal, mais quand meme, je pense que les images parlent pour eux meme. Je me promene beaucoup en personne aux E-U via Greyhound, mon char et en velo bien sur, et je constate que le "bulk" de la ville est toujours tres restreinte. Il y a une partie bien coherente, connecte et bien structure, et ensuite on tombe tout de suite dans des champs interminables de zones residentiels a tres tres tres basse densite. Je regarde Montreal et le "bulk" de la ville s'etend sur une vaste surface. Il n'y a pas de reseau autoroutier qui separe le centre du reste (comme Houston, par ex.) et la densite reste moyennement haute partout. (Desole pour le manque d'accents, clavier anglo et j'suis tanne de faire alt+0223 etc.) I'll take Montreal's urban fabric over Pittsburgh's or Atlanta's or Houston's any day! test

Mercredi, l’action a fermé en hausse de 2,3% ou 0,52$ à 23,02$ à la Bourse de Toronto, très loin de l’entente de rachat fixée à 42,75$.

  14. APRIL 2, 2009, 7:57 AM Nissan Rolls On With Its Electric Car By BRADLEY BERMAN Nissan is using the Cube as a test mule for its electric drivetrain. The design for its electric car, due in 2010, will be original. SACRAMENTO, Calif. — President Obama’s auto task force cast doubt this week on the business case for the Chevrolet Volt, the extended-range electric vehicle from General Motors. The task force’s written assessment said big cost reductions were needed to make the vehicle “commercially viable.” Nissan, however, is gushing with confidence about the business case for its pure electric car, which goes on sale to fleets in 2010 and to retail customers in 2012. “This is not a test or demonstration,” Mark Perry, a product planner for Nissan said here on the second stop of a 12-city tour. “We’re ready for mass production.” The company won’t reveal the name of the electric car, and it won’t reveal what it will look like. For the company’s dog-and-pony show, it is using a Japanese-market Nissan Cube outfitted with the same electric drivetrain that will go into a newly designed electric car. The only similarity between the Cube and Nissan’s mystery electric car is the size — something similar to a four-door Nissan Sentra. Mr. Perry told me the car will have an “iconic electric vehicle” look, without being “Jetsons or Blade Runner.” Driving range will be 100 miles, with a full recharge time of four hours from a recommended 220-volt charger (and eight hours for 110v). My three-minute spin around the parking lot of the Cal Expo was completely unremarkable. And that is Nissan’s point — to prove that its E.V. is just like a normal car. To show that its E.V. is as a viable alternative to a gas-powered sedan, Nissan is pricing it just like one. The company is targeting a price of around $25,000-$30,000. A $7,500 federal tax credit for electric vehicles with at least l6 kilowatt-hours of energy storage — the Nissan EV will exceed that — could drop the cost below $20,000. The company said it believed the lower cost of electricity versus gasoline will create an instant payback for customers. “Batteries are a lot of the expense. But we’re moving to mass production as fast as we can to reach economies of scale,” Mr. Perry said. Nissan has a 51 percent share in the Automotive Energy Supply Corporation, a joint venture to produce batteries with Japan’s NEC Corporation. Nissan said this experience will help it reduce expenses. Head offices are worth protecting High-value jobs come with territory DAVID CRANE, Freelance Published: Thursday, July 24 When Rio Tinto, the Anglo-Australian mining giant, made a successful $38.1 billion bid for Alcan a year ago, the Quebec government quickly intervened to make sure that Alcan's global head office remained in Montreal. Fortunately, the Quebec government not only had leverage but, in un-Canadian fashion, chose to exercise it. Those with longer memories can recall how, when Stone Container of Chicago acquired Montreal-based Consolidated Bathurst in 1999, the head office was quickly dismantled and most important functions were transferred to Chicago. Head offices clearly matter, and, with the number of high-profile foreign takeovers of Canadian companies, this has triggered fears of a "hollowing out" of the economy. That's why, just over a year ago, the Harper government asked a small group of talented Canadians, led by corporate executive Red Wilson, to tell it what to do. Wilson's panel - the Competition Policy Review Panel - has now delivered its report, with many important proposals to improve the competitiveness of Canadian companies and build more Canadian multinationals. But Wilson's panel has not been successful in designing an effective policy on foreign takeovers that balances Canada's commitment to an open economy with the need for a stronger business sector headquartered in Canada. Our experience tells us that head offices of large corporations bring many benefits, the panel says. "When a Canadian company is acquired by another Canadian company, Canada loses a head office but gains a stronger company. When the acquirer is foreign, Canada loses a head office and a company," it contends, arguing that foreign takeovers affect career opportunities for Canadians as well as many community benefits associated with large head offices. As the panel stresses, "the head office of an enterprise is its 'brain.' It is the place where strategy and other critical decisions are made by its key management personnel." When a Canadian firm is acquired by a foreign enterprise, decisions that once were made in Canada are now made in another part of the world where Canadian interests may have little importance. Head offices provide high-skill, high-paying jobs. And as the panel points out, head offices also support many other jobs "by attracting high-value business services - legal, accounting, consulting, information technologies, marketing and advertising - to the community." But the panel's solution to foreign takeovers is not to propose stronger rules on foreign takeovers but to advocate policies to develop a new generation of Canadian-based multinationals, companies like CAE, Bombardier and SNC-Lavalin, as well as making Canada more attractive for divisional headquarters of foreign multinationals, as happened with Alcan. These are important proposals and we should certainly do all we can. But even if we do a better job of creating new companies, the best of them could also become foreign takeover targets. So we would be growing seed corn for foreign multinationals or, as it has been put, "growing guppies to feed the sharks." Moreover, the panel would make it even easier for foreign corporations to acquire budding Canadian multinationals by limiting Investment Canada screening of foreign takeovers to companies with a value of $1 billion or more, compared with the current level of about $295 million. This would be a mistake - we should keep as much screening scope as possible. The panel does propose that instead of judging foreign takeovers on a vague test of "net benefit" to Canada, that negotiation of proposed takeovers be based on a test of "Canada's national interest." Australia, which uses the "national interest" test for takeovers of about $100 million or more, has shown it's possible to use this approach to negotiate strong terms or alternatively to say no. For example, according to Secor Consulting, when BHP Ltd. of Australia and Billiton Plc of Britain merged in 2001 to create BHP Billiton, Australia required that the company continue to be an Australian, managed in Australia and listed on the Australian stock exchange. The global headquarters had to be in Australia, both the CEO and CFO had to have their principal places of residence, offices and key supporting functions in Australia and the majority of all regularly scheduled board and executive committee meetings had to occur in Australia. So the "national interest" test could make sense. But it would have to be carefully defined to give Canadians confidence that Ottawa would really stand up for Canadian interests. The panel also proposes easing Canada's foreign takeover restrictions on foreign ownership of Canadian airlines, telecommunications companies and broadcasters. But it's hard to see clear benefits. One important recommendation the panel does make is to give directors of Canadian corporations more power to say "no" to foreign takeover bids. Today, directors are typically forced to become "auctioneers" and find an alternative buyer in response to an unwanted bid. In the U.S., directors have much greater capacity to simply say "no." Canada should continue to screen foreign takeovers, but with a more rigorous and more transparent negotiation of conditions and a greater readiness to say no, while improving the ability of corporate boards to reject unwelcome takeovers. Canada should also focus more on attracting foreign corporations to launch new businesses here, not take over our existing ones.
