The next step in preparing a new sustainable master urban plan is a public consultation set for March 26. The city has prepared a draft of its master plan, a general statement of the direction the city should follow over the next two decades regarding development, zoning and quality of life concerns as well as promoting and encouraging "greener" options. It now hopes to gauge input from citizens before adopting the formal version later this fall, said Mayor Edgar Rouleau. Among its proposals, the city aims to make its waterfront along Lake St. Louis more user-friendly and animated, possibly installing outdoor exercise equipment at Millennium Park. As well, it will consider purchasing select private lands near existing cityowned sites, like the Forest and Stream Club, should they ever come on the market, the mayor said. "There are sites along Lakeshore that may, in five or 10 years, become available and the council should at that time evaluate if it's worthwhile to acquire," Rouleau said of potentially adding to publicly owned space along the lake. "Is it going to expensive? As you know, yes." While the city is also looking at encouraging highdensity residential develop-ment, especially around the Pine Beach and Dorval train stations and along Bouchard Blvd., it will have to be measured in light of respecting the single-family home residential character in much of the city. There is also a goal to reverse an aging demographic trend by attracting young families and immigrants, the latter of which are expected to account for more than 30 per cent of Dorval's population by 2024. As of 2011, Dorval had about 18,615 residents and approximately 8,000 households, with an additional 2,000 housing units envisioned by the city within a decade, including more affordable housing. "Residents want the population to increase, but they don't want to lose that residential sector that we have," Rouleau said. "We're not going to change that, except those few big lots we have, like the one at the corner of De la Presentation and Lakeshore, which will soon be developed," he said. The city also aims to revitalize the commercial area on Dorval Ave. and make it more attractive. For example, by allowing outdoor terraces, and making it safer for both pedestrians and cyclists. A study has already been commissioned to prepare some proposals, the mayor said. "We want it more friendly, but the challenge is that we cannot widen the road," Rouleau said of Dorval Ave. "Whatever we extend, we have to take it from somewhere else. Right now it's two lanes each way with an island in the middle and sidewalks on both sides," he said, adding that perhaps the avenue could be reduced to one lane in each direction with a narrow median strip to allow for something like a bike path.

  6. The Quebec government sends something via Xpress Post to my old address, even though they have my new address. They sent out a letter March 16th and only got it today. I moved over a year ago, so they know the new address. I have no idea who to blame for this incompetence. The Quebec government for not checking with the change of address or Canada post for not rerouting the letter (seeing they have the new address also). :mad: Someone at Revenu Quebec and Canada Post is getting an earful tomorrow for this grade A fuck up!

THE WHIPPET: QUEBECKERS' CLASSIC COOKIE Montreal's industrial foundations - built on chocolatey marshmallow goodness PETER RAKOBOWCHUK The Canadian Press October 31, 2007 MONTREAL -- Apopular cookie that's still being gobbled up by Quebeckers today is being given some of the credit for helping to launch the industrial growth of Montreal. The decadent Whippet cookie, a chocolate-coated, marshmallow-topped treat, is more than a century old. Housed in its familiar gold- and chocolate-coloured box, the Whippet made its debut in 1901 and the rest, as they say, is cookie history. The Whippet and Viau Biscuits Corp., the company that made it, are featured in an exhibition at the Écomusée du fier monde, a small museum in the city's east end. Print Edition - Section Front Museum director René Binette says the Whippet was launched when the founder of the company tested it at a hockey game. "People at the game liked it so much that it confirmed to Charles-Théodore Viau that he was on to a good thing," Mr. Binette said in an interview. The cookie, first introduced as the Empire, was considered a luxury item and its sales helped Mr. Viau to expand the company's operations. But Mr. Binette said the cost of vanilla and chocolate also put the Empire out of reach of the average Quebecker. So in 1927, Mr. Viau decided to change the recipe and the name and created the more affordable Whippet. Mr. Viau started the enterprise in a small bakery in Montreal's east end in 1867 and created the Village cookie - a plain, but hugely popular shortbread that Quebeckers loved to dunk in their tea. He continued to expand the business until his cookie and candy factory became one of the area's major employers. Part of Montreal even became known as Viauville, and a church in the neighbourhood was named St-Clément de Viauville. One cookie lover tells the story of his parents buying several boxes and being warned by them not to touch the treats because they were destined for "Whippet-starved" relatives in Ontario. Viau became history in March, 2004, when the company was sold to Kitchener, Ont.-based Dare Foods Inc., another family-owned business, and the factory was closed. But Whippets are still being produced under the Dare banner at the company's plant in St-Lambert, south of Montreal. A Dare spokeswoman says the company markets the Viva Puff, a similar cookie, in Ontario. The Quebec Whippet has "real" chocolate while its counterpart is made with a "compound" chocolate. Contrary to what many Quebec cookie lovers may think, the popular Oreo sandwich cookie has not been around as long as the Whippet. A spokeswoman for Kraft Foods Inc. says it was only introduced in Canada in 1949, although the Oreo was launched in the United States in 1912. The Viau factory has now been converted into a condominium complex that has been appropriately named La Biscuiterie, the cookie factory. Aficionados can visit the Viau: Cookie History exhibition at the Écomusée du fier monde until March 23, 2008.

Building booms across country HEATHER SCOFFIELD Globe and Mail Update June 5, 2008 at 9:10 AM EDT OTTAWA — Building permits in Canada soared in April, rising 14.5 per cent from March because of widespread residential and non-residential activity in all provinces, Statistics Canada said Thursday. The jump means contractors took out $6.4-billion worth of permits, the highest level since last October. “Canadian builder permits were on a tear in April,” Stewart Hall, market strategist for HSBC Canada, said in a note to clients. The gain surpassed economists' expectations by a long shot. They had been expecting a 0.5 per cent increase, after a drop of 4.5 per cent March. House under construction The Globe and Mail Building permits are a notoriously volatile economic indicator, and economists warned not to get too excited about the big monthly leap. The general trend for building permits in both the residential and non-residential sectors has been down since last summer, Statscan noted. Residential permits rose 13.4 per cent from a month earlier, mainly because of growth in multi-family units such as condominiums. Over the past five years, demand has gradually shifted away from more expensive single-family homes to more affordable multi-family buildings, Statscan said. In April, permits for multi-family units rose 19.1 per cent, while single family homes declined 0.6 per cent. “This report does suggest that some improvement in building activity may lie ahead for the Canadian housing sector,” said Millan Mulraine, economics strategist with TD Securities. “However, the fact that all of this increase came from the volatile multi-units component does suggest ... some give-back in the coming month.” In the non-residential sector, the value of permits rose 16.5 per cent from a month earlier, because of strong commercial intentions. Indeed, commercial permits rose 20.2 per cent, as interest in building hotels and retail outlets surged. Industrial permits rose 6.7 per cent, after a large drop in March, as Alberta manufacturing and primary industries regained some interest. Institutional building permits rose 13 per cent in the month, driven by projects for new medical buildings. “The non-residential sector continued to be positively affected by low office vacancy rates and a vigorous retail sector, despite a drop in corporate profits,” Statscan said. Regionally, all provinces saw gains in April, especially in Ontario, British Columbia, Alberta and Quebec, which all posted double-digit increases. Ontario saw the largest increase in dollar terms, with a $2.4-billion leap in the value of permits issued, or a jump of 12.5 per cent. Multi-family homes were the driving force. By city, the largest increase in dollars was in Toronto, again because of multi-family units. “While these gains suggest we will some new housing activity going forward, some of this growth is on the back of declines experienced at the beginning of the year,” said economists at Bank of Nova Scotia. “Thus, despite the fact that permits surged in April, the overall trend remains to the downside.” http://www.reportonbusiness.com/servlet/story/RTGAM.20080605.wbuildingpermits0506/BNStory/Business/home

ArcelorMittal To Shut Down Montreal Plant On June 30 March 26, 2008 12:21 p.m. EST Montreal, Canada (AHN) - The largest steel manufacturer will shut down its wire factory in Montreal on June 30. Around 100 Canadian workers employed by ArcelorMittal at the Lachine plant are expected to lose their jobs. ArcelorMittal said it had to close the Montreal facility because of high production cost, oversupply of products and the strong Canadian currency. The plant has 153 employees, but only 53 of the workers will be transferred to ArcelorMittal's steel wire mill at Saint Patrick. Alain Robitaille, general manager of ArcelorMittal's wire division, said demand for steel wire among carmakers had declined in the U.S. over the past six years. At the same time, the Canadian dollar had appreciated vis-a-vis the greenback, making it more expensive for American buyers to purchase their steel requirements from Canada. "ArcelorMittal cannot continue operating two wire mills in a context where it is more advisable to operate only one plant," Robitaille told the Associated Press. On March 14, the company petitioned an Ontario court to require its partners in Wabush Mines to sell to the firm their majority share in an iron ore joint venture in Labrador and Quebec.   16. Même si notre hôtel de ville actuel est très beau, l'ancien était splendide. Construction on the building began in 1872 and was completed in 1878. The building was gutted by fire in March 1922, leaving only the outer wall and destroying much of the city's historic records.
