Le ministre de l'Infrastructure Amarjeet Sohi a réitéré hier l'échéancier fixé pour l'inauguration du pont Champlain. « Nous sommes confiants que le projet sera complété d'ici décembre 2018 », a-t-il dit.

(Ottawa) Le nouveau pont Champlain sera bel et bien prêt en décembre 2018, a affirmé hier le ministre de l'Infrastructure Amarjeet Sohi, qui soutient aussi que le déclenchement d'un audit par le Vérificateur général du Canada ne laisse présager aucune irrégularité dans la gestion du chantier.

La Presse a révélé la semaine dernière que le Bureau du vérificateur général a lancé un « audit de performance » sur la gestion du projet de 4,2 milliards de dollars. L'organisme a demandé à avoir accès à une série de « documents protégés par le secret professionnel », a-t-on appris, mais il refuse de préciser les raisons de ce contrôle.

Pendant un point de presse au parlement d'Ottawa, le ministre Sohi a fait valoir que ces vérifications ne semblaient pas découler d'irrégularités ou de malversations. « Il n'y a rien qui peut me laisser suggérer que quelque chose de tel se produit, parce que le processus d'approvisionnement est ouvert et transparent, et que nous avons une relation très forte avec nos partenaires à cet égard. »

Décembre 2018

Le ministre de l'Infrastructure et des Collectivités dit collaborer avec le Vérificateur général depuis le déclenchement de l'audit, en février dernier. Ce type de contrôle, déjà réalisé pendant le chantier du pont de la Confédération, à l'Île-du-Prince-Édouard dans les années 90, ne devrait « pas du tout » inquiéter les contribuables canadiens, selon lui.

M. Sohi a par ailleurs réitéré l'échéancier fixé pour l'inauguration du pont, construit en partenariat public-privé par le Groupe Signature sur le Saint-Laurent (SSL).

« Le projet avance comme prévu, a affirmé le ministre Sohi. Il y a eu quelques problèmes reliés à la grève [de la construction] et à la météo, qui ont causé certains délais, mais la construction a été accélérée et SSL a ajouté plus de travailleurs et plus de quarts de travail. Nous sommes confiants que le projet sera complété d'ici décembre 2018. »

Investissements retardés ?

Si le pont Champlain avance à bon rythme, près de 2 milliards qui devaient être injectés par Ottawa dans des projets d'infrastructures l'an dernier n'ont pas été dépensés. Le Bureau du directeur parlementaire du budget a publié hier son rapport sur les perspectives économiques du gouvernement fédéral, qui confirme un retard dans les investissements.

Amarjeet Sohi soutient malgré tout que les investissements suivent la cadence prévue. Plus de 4000 projets sont en chantier à l'heure actuelle, pour un total d'environ 35 milliards de dollars, a-t-il répété.

Champlain Bridge: 'Hoping for no winter and no wind' with one year to go

Montrealers have been promised that by Dec. 1, 2018, they’ll be driving on a brand new bridge spanning the St. Lawrence River.

But between now and then, builders and government officials will be holding their collective breaths, hoping no unforeseen circumstances arise. They’re also praying winter will be cancelled and that it will be uncharacteristically placid in the wind corridor where the new bridge is being built.

“We’re hoping for no winter and no wind or rain for the next 14 months,” a smiling Daniel Genest, the director of coordination for the project, said when giving reporters a tour of the project in October.

It seems he was only half joking.

Even if Genest gets his wish of 12 months without any wind, rain or snow, the new bridge might still be late. In fact, it’s already at least six months behind schedule.

Once the tablier (I think that's the word?) is built, it won't take long to create the roadway. I watched the Dorval interchange progress so slowly for years, but once the metal girders were in place for the roadway, the lanes opened up to the public like 4 weeks later. I have a feeling once all the girders are there, building the roadway is gonna happen faster than most people expect.

The New Champlain will be one of the widest bridges in the world, built in harsh conditions, with delivery hiccups (the old Champlain couldn't handle heavy materials being delivered to the new bridge and had to re-assess) and the original completion date was 2022. If it's open by Spring 2019, will that really be the end of the world?

I worked in the same organisation than this gentlemen many years ago, he was then "Chef d'état-Major" (ranked as Colonel, Military Engineer trade) of the Quartier General du Secteur Quebec de la Force Terrestre (located in Longue-Pointe garrison).  Fine individual, and a smart/diplomatic leader.
