The MUHC updates plans for the Mountain Campus The revised development proposal for the Mountain Campus have been accepted at the Ville-Marie Borough council meeting

Apr 13, 2011

We are very pleased that this evening, the McGill University Health Centre (MUHC) saw its revised development proposal for the Mountain Campus (Montreal General Hospital) accepted at the Ville-Marie Borough council meeting. A draft regulation was passed by the councillors to amend by-law 08-012, approved in 2008, in order to incorporate updated plans for the campus.

In order to minimize the project’s impact on the natural environment, the Mountain Campus updated plan now consists of:

•The Montreal General Hospital, modernized with state-of-the-art equipment to meet new hospital standards for optimal care and the criteria for excellence established by the MUHC Redevelopment Project;

•The use of the building located at 1750 Cedar Avenue for a medical center;

•A four-storey expansion in the west courtyard of the hospital to accommodate a new emergency department, operating rooms and a medical device reprocessing (MDR) facility;

•Underground parking for 230 vehicles to the north of the existing tiered parking garage, which will be integrated into the site’s topography.

This project, which will preserve all views of Mount Royal, represents a reduction in the scope of the construction compared to the MUHC’s 2008 proposal and offers a number of opportunities for greening initiatives, such as green rooftops, the natural restoration of certain parking areas and the expansion of the Benedictine forest. It also takes into account the recommendations formulated by the Office de consultation publique de Montréal, following the 2008 public hearings for the MUHC’s Mountain development. The MUHC will also create a pedestrian pathway to Mount Royal Park with a link between Pine and Cedar avenues along the edge of the Benedictine forest.

The new plans for the Mountain Campus project will result in better integration of the healthcare facilities into their surroundings while allowing the MUHC to fulfil its quadripartite mission of clinical care, research, teaching and technology assessment as a leading academic health centre and a government-designated tertiary trauma centre. The MUHC will present the project to the community as part of the upcoming hearings of the Office de consultation publique de Montréal.

As far as I can tell there aren't any helicopter ambulance in Quebec :o... we definitely need something like STARS out here...

Since Ms. Richardson's death, questions have been raised about Quebec's lack of a helicopter ambulance. British Columbia, Alberta, Ontario and Nova Scotia have helicopter air ambulance services. The other provinces do not.

Quebec decided to buy two airplanes for its air ambulance service after a report in October, 2007, called for the consolidation of ambulance services in the province and the expenditure of $10-million to improve it.

The report made no major specific recommendation regarding air ambulances, but the government decided in January of 2008 to spend $40-million on two fixed-wing aircraft.

"We decided to give priority to replacing aging air ambulance planes with the purchase of two new airplanes," Ms. Bédard said in an interview yesterday. "We don't exclude the possibility of introducing a helicopter service, but we insist on noting that if we need to evacuate someone rapidly we always call on civil emergency services for a helicopter to evacuate people."

François Rivard, who runs a private, non-profit medical helicopter service in Quebec called AirMédic, said he has approached the provincial government several times about integrating his service into the Quebec health-care system, without success. Mr. Rivard, a paramedic who has served with the Canadian Forces in Bosnia, said prompt delivery of trauma victims to specialized care can be crucial in saving lives.

"It's impossible to do that by land, especially in a vast territory like Quebec's," he said.

Ontario's air ambulance service, known as Ornge, airlifted 5,700 patients by helicopter in the past fiscal year. The service reaches remote communities, provincial parks or car crashes that would take longer to reach by conventional ambulance.

"The major advantage of a helicopter is that it goes places without a landing strip," said Dr. Chris Mazza, CEO and president of Ornge.

"Helicopters are tremendously useful components of our health-care system."

Only hospital that has a helipad, is the St-Justines. Not sure if it was ever used though. How many helicopters do we really need for this city, 4 to 6? The way I see it, Ms. Richardson could have taken the ambulance to Tremblant Airport and be flown to Trudeau and after that take a helicopter. Something like that would take what 30-45 minutes, instead of a 2+ hour ambulance ride. Actually I am surprised there is no Level 1 or 2 hospital near Tremblant or any other ski park.
