It'll definitely have SOME impact. It's yet to be seen on what level though.

The 15% tax will affect 5% of the buyers but maybe only 1% will be not buy but that will be offset by the constant influx of people moving into the GTA every year. Rent control, more rental apartments, pre-construction flipping restrictions, vacancy tax measures might help ease housing affordability and availability but time will tell. Toronto is a victim of its own success. I don't know if that is a good or bad thing.
