Le projet est effectivement financé par la Ville de Montréal et par le ministère de la Culture et des Communications du Québec. Il prévoit qu'à terme, l'établissement, sis au 13 555, boulevard de Pierrefonds, comptera 4500 mètres carrés. Environ le tiers de l'ancienne bibliothèque sera conservé. Les travaux, suspendus temporairement lors des inondations du printemps 2017, sont toujours en cours. L'échéancier initial prévoyait qu'ils seraient terminés pour l'automne 2018. La rénovation de la bibliothèque ne date pas d'hier. Déjà en 2014, ses concepteurs avaient remporté le prix du magazine Canadian Architect.

Consultations à Montréal: jusqu'à 8500 nouvelles unités d'habitation L'Office de consultation publique de Montréal (OCPM) étudiera deux importants projets de développement en début d'année, lesquels pourraient se traduire par la construction de 8500 unités de logement à l'est du Stade olympique et dans l'ouest de l'île. L'OCPM a obtenu le mandat du comité exécutif de la Ville de Montréal pour passer au peigne fin les projets qui figurent dans le Programme particulier d'urbanisme (PPU) pour le secteur Assomption Nord, à l'est du Stade olympique, et pour le secteur Pierrefonds-Ouest, dans l'axe du boulevard 440, dans l'ouest de l'île. COHABITATION AVEC LES MILIEUX NATURELS Pour ce qui est des consultations publiques touchant au développement de Pierrefonds-Ouest, le projet, qui est sur la table depuis 2005, a déjà soulevé l'ire des environnementalistes parce que le secteur visé comprend plusieurs milieux naturels. L'acceptation citoyenne n'est pas acquise pour le développement de cette zone de 455 hectares, située à l'ouest du boulevard 440. Un total de 181 hectares seraient protégés des bulldozers. Quelque 5500 unités d'habitation pourraient y être construites selon les documents rendus disponibles par l'OCPM. Le processus de consultation se prolongera jusqu'en 2019. Ces deux consultations publiques seront lancées fin janvier ou au début de février 2017. Les dates seront annoncées incessamment.

A few years back, I used to practically live in the Chapters store in Pointe-Claire, speed-reading all of the latest books and magazines, and then walk out without buying anything. I looked upon the bright and airy bookstore as a library with mostly new goodies. My kind of clientele, of course, does not pay their utility bills. And apparently, I was not the only opportunist: Like a Tai Chi snail-paced version of musical chairs, they very gradually removed more and more seating. At one point, I considered bringing my own folding lawn chair but figured that I might be thrown out as a squatter. Then, I had a brainstorm: I thought, if I loved library-like reading so much, maybe I should go to a library. So, I switched to the Pointe-Claire Library, or as I like to call it today, The Greatest Library in the World, which tells you something about my unworldliness. I was hooked all over again. The books don’t all have that new-car smell, but the seating is abundant and there is no cloying satellite music to distract me from my reading. (I am incapable of multitasking and my lips move when I read so I catch myself lip-synching any lingering song.) And you can rent DVDs. All of this is Nirvana to someone like me who doesn’t own a cellphone nor an iPad. I prefer topping off my kettle of scuttlebutt in the analog way. And how much more of a pleasurable and convenient transformation can we make to West Island public libraries? Well, Pierrefonds is taking the high road with its $20-million extension to the Pierrefonds-Roxboro library, adding 2,300 square metres of space to the main floor as well as a basement and a terrace with a café. Wow. It’s like deja-vu at Chapters all over again. But wait, it’s going to become ground zero for all ages, co-mingling in a recreational setting that transcends the old idea of a library being just dull channels of aging books like in the opening scene of Ghostbusters. With the addition of a media centre, a 3D printing suite and a children’s learning lab, it is a design concept on the cusp of a new age. With that alone, it leads the West Island into the 21st Century. According to Mayor Jim Beis, more employees will be added proportionally. But, for me, the beauty of it all is that libraries are practically self-serve centres anyway. One doesn’t really need much help; it’s not like you are in Réno-Dépôt looking for a drill chuck key. In the future, the sky is literally the limit as we should see our libraries retrofitted with more natural lighting through skylights, and glass displacing brick. And maybe lots more internal greenery till you have that feeling of peace in the park. The grey days of single-purpose funereal public libraries will one day be a thing of the past. The City of Pierrefonds has it right. A modern designed library is an investment in its citizens’ wholesome recreation and education, and most importantly, happiness. With chairs that don’t conspicuously disappear into the Twilight Zone. -

Nouveaux logements communautaires à Cloverdale Pierrefonds-Roxboro par Olivier Laniel 23 mars 2010 Les familles à faible revenu et les personnes âgées en légère perte d’autonomie peuvent désormais compter sur 258 nouveaux logements communautaires dans le secteur de Cloverdale à Pierrefonds-Roxboro. Le coût du projet financé par les gouvernements municipal et provincial s’élève à près de 39 M$. «Il y a de la construction neuve et de la rénovation de logements… Il y a aussi des logements pour des familles de 5-6 personnes», a mentionné le ministre des Affaires municipales, Laurent Lessard, de passage à Pierrefonds le 19 mars dernier. Soulignant que 137 des 258 locataires de ces ensembles d'habitation peuvent bénéficier du programme Supplément au loyer, une aide financière destinée aux personnes à faible revenu, le ministre s’est dit fier du projet. «Moi je dis, quand tu as un bon toit, après ça tu peux te trouver un travail», a souligné le M. Lessard. «Je connais Cloverdale depuis 40 ans, quand j’étais très jeune médecin on faisait des visites ici. On est passé par des phases très difficiles, peu sécuritaires, où il fallait pratiquement se faire accompagner par la police», reconnaît pour sa part le député fédéral de Pierrefonds-Dollard, Bernard Patry. Celui-ci ajoute que l’implantation du conseil d’administration et l’implication des citoyens du secteur ont changé la donne. «Ma vie de couple a commencé à Cloverdale!», a d’emblée lancé la mairesse de l’arrondissement Pierrefonds-Roxboro, Monique Worth. Elle qui a habité le secteur avec son mari lorsqu’elle avait 20 ans n’y est toutefois pas restée très longtemps. Cela dit, près de 45 ans plus, Mme Worth habite toujours l’Ouest-de-l’Île. «Je voudrais que ce projet devienne un modèle pour tout ce qui existe dans les arrondissements. On pourrait faire une annonce : venez faire un tour à Cloverdale, c’est comme ça qu’on vit dans l’Ouest-de-l’Île!», conclut la mairesse. À noter qu’un projet de jets d’eau pour enfants, au coût de 200 000$, sera aussi implanté. La voix des citoyens Rencontrée après la conférence, la citoyenne du secteur de Cloverdale, Anna Couiteux, était curieuse de connaître quelle amélioration les élus allaient annoncer. La dame qui habite le coin depuis 10 ans note «qu’il y a une plus grande présence policière qu’avant en plus des citoyens qui font le tour du quartier le soir». Tensions build over Roxboro high-rise project Even as some residents of Fifth Avenue North in Roxboro, a dead-end street lined with single-unit bungalows, are concerned over the possible development of a multiple-storey condo at the end of their street, Pierrefonds officials at a lively public meeting last Wednesday night were at pains to explain nothing could move ahead yet. "Before the project can be accepted or acceptable, the developer must present plans that conform to our legislation. For now, that isn't the case yet," said Pierre Rochon, urban planning and business services department director, in answer to citizen questions. However, residents are concerned after seeing land surveyors walk into the swampy wooded area over the last few weeks. Holly Arsenault, who lives in a home right on the property line of the area, even said one of them told her the owner, Jacob Wolofsky, has already acquired all necessary permits and construction will begin in February. "If that's true, he's dreaming in colour," Rochon replied. When The Chronicle went to visit the street last Thursday, Arsenault showed a row of rocks that separates her yard from Wolofsky's property. Planted alongside both sides of that makeshift border are 45 trees, which Arsenault said play a large role in keeping her home from flooding when nearby Rivière des Prairies rises in the spring. "He said he's going to cut them down," Arsenault said, adding about half of them are on the developer's side. Another Fifth Avenue North resident, France Marsant, voiced her displeasure at the Wednesday meeting too. "Our street had a very peaceful, very calm character," she said. "We find it unthinkable to have a big block of eight floors on the street, which could lead to 300 cars going into the street by the summer." Borough Mayor Monique Worth insisted Pierrefonds was doing all in its power to ensure legal norms force the developer to create a reasonable project. "Our norms are getting higher and higher," she said. Rochon said previous bylaws allowed a 12-storey high project on the site, but the borough's revisions have already cut that size down to eight. At least one resident of the street was skeptical anything could be built at all. "I wouldn't even invest a cent into that land, it's a swamp," said Michel Davuluy, who has been living there for several years. After the meeting, Worth conceded the city of Montreal would, in an ideal world, like to buy up that land and turn into green space. "I think, in a way, we would like it to be a part of green space that would start, let's say, west of the Rapides du Cheval Blanc and end with that piece of property," Worth said. "But we can't force him to sell at a lower price because we would like to. It's up to him, it's his decision," she said. Though the land is valuated at about $188,000, a purchase by Montreal would cost millions because it is a public body, Worth said. Montreal had a right of expropriation on the property in question up to last May, but did not renew it after it expired, Marsant mentioned at the meeting. Wolofsky did not return calls for comment.

Le Canadien s’implante à Brossard Cyberpresse, PC Les joueurs du Canadien s’entraîneront sous peu de façon permanente dans complexe spécialement aménagé pour l’équipe à Brossard, sur la rive sud de Montréal. Le président du Canadien, Pierre Boivin, en fera l’annonce ce midi, en compagnie du maire de Brossard, Jean-Marc Pelletier. Il s’agit pour le Tricolore de faciliter le quotidien des joueurs et de son personnel de soutien. Les bureaux de l'équipe demeureraient toutefois au Centre Bell, dans le centre-ville de Montréal. En raison de la forte utilisation du Centre Bell, le Canadien doit fréquenter d’autres sites d'entraînement : l'Aréna Martin-Lapointe, dans l'arrondissement Lachine, les Complexes Quatre-Glaces de Brossard et Pierrefonds ainsi que l'Auditorium de Verdun.
