Pour ma part il y a un projet qui a vraiment transformé une ville toute proche de Montréal, Joliette. La ville est rendue vraiment attrayante, avec sa place publique au coeur du centre-ville, et plus récemment, son nouveau musée d'art. A few years ago the idea of a pedestrian friendly big box store would have been laughable, but as urban living has become more popular the major chain retailers are paying attention and beginning to build urban format stores. On December 4, 2013 Walmart opened its first two stores in Washington, DC and the new stores illustrate the lengths to which brick and mortar retailers will go to get into rapidly growing urban markets. Photo by Edward McMahon.</figcaption></figure> Whether you love them or loathe them, this building proves that Walmart — one of the most recognizable symbols of modern suburbia — is going urban. Who ever thought that Walmart shoppers could sleep upstairs and shop downstairs, but that is exactly what residents of the new Walmart near downtown Washington will be able to do. The 83,000 square ft. store built in partnership with JBG Rosenfeld is in a mixed use building topped by four stories of apartments. Instead of acres of asphalt, the parking is underground. In addition to the Walmart, there is another 10,000 square ft. of retail space wrapped around the outside of the retail giant. Retail tenants currently include a Starbucks and a bank, with more to follow. The store itself offers more groceries than a typical Walmart and the shopping floor is day lighted by real windows. Designed by MV+A Architects and the Preston Partnership, the H Street Walmart is a handsome urban building with traditional human scale details. It includes cornices, individual multi-pane windows, an interesting corner feature at the main entrance, and a separate entrance for residents. It is a fully urban, pedestrian friendly building. Whether you love them or loathe them, this building proves that Walmart — one of the most recognizable symbols of modern suburbia — is going urban. While the H Street store is by far the better of the two new urban Walmart’s in Washington, the other new store on Georgia Avenue, NW is also a significant departure from the typical suburban store design. The parking is located in a garage located directly below the store. While the building is not mixed use, it does greet the street and represent a real evolution for Walmart. The lesson here is that cities that want good design are going to have to demand it. In addition to the two stores that opened in December, 2013, Walmart has announced plans for four additional stores in Washington. Based on a review of their plans, some will be walkable, urban format stores, others will not. The answer appears to be yes, but it also appears that the only thing standard in an urban format big box store is its lack of standardization. Building suburban big box stores is simple. Buy a 20 acre suburban greenfield site. Build a large, free standing rectangular single floor building on a concrete slab. Plop the building in a sea of parking. A Walmart Supercenter in the suburbs of Atlanta, for example, is essentially identical to one in the suburbs of Chicago or Cincinnati. This model simply won’t work in a dense urban area. The two things that have kept Walmart out of cities were its inflexibility on design issues and opposition from labor unions and civic activists who oppose the company because of its low wages and negative impact on existing local businesses. The new 80,000 square ft. Walmart in Washington is half the size of many suburban Supercenters. What’s more, Walmart is creating new formats uniquely designed for cities. The new Walmart Neighborhood Market, for example, is only 40,000 square feet while the so-called Walmart Express stores are only 15,000 square feet. Walmart has even opened two college stores, at Georgia Tech in Atlanta 2 and at the University of Arkansas in Fayetteville. 3 Each of these stores is less than 5000 square feet in size. The country’s largest retailers have oversaturated rural and suburban communities. The only place left with more spending power than stores is in our cities. Walmart has made its urban debut. The outstanding question remaining is: what impact will Walmart have on local economies and wages? Washington, DC, City Councilman Phil Mendelson, a co-sponsor of unsuccessful legislation that would have required big box retailers to pay a living wage and benefits, expressed skepticism about the impact of Walmart on the local economy. “I would say, having the world’s largest retailer interested in locating in the city where we’ve lost almost every other department store over the last four decades — that’s a good thing. Having an economic competitor who underprices the market and causes a descent to the bottom, in terms of wages — that is not a good thing.”4 While Walmart is clearly evolving to fit into cities, there is also evidence that the retail giant is willing to break the mold in smaller towns and suburbs. What About Smaller Towns & Suburbs? While Walmart is clearly evolving to fit into cities, there is also evidence that the retail giant is willing to break the mold in smaller towns and suburbs. This is because retail store size is shrinking due to the growth of internet shopping and also because suburbs are changing to stay competitive. Target, Whole Foods, Safeway, Giant, and other chains are already breaking the rules by building smaller footprint stores in multi-story buildings and mixed use developments. Walmart has recently opened several small town stores with parking under the building or with solar installations on the roof. What impact Walmart and other big box retailers will have on cities and the neighborhoods where they locate remains to be seen. Harriet Tregoning, the planning Director in Washington, DC, says that “Walmart does not offer any meaningful shopping experience. It competes solely on price and convenience.” 5Her message to small businesses is that “if you are in direct competition with Walmart you are in the wrong business to begin with.” Instead she says “businesses that offer something Walmart can’t like bars, restaurants and stores selling specialty goods or offering personalized levels of service — will continue to thrive.” In some ways, the idea of national chains opening big new urban stores is a return to the way things once were. In 1960, we called it department store. Today we call it a Walmart. Ed McMahon is one of the country’s most incisive analysts of planning and land use issues and trends. Came across an interesting conversation on Montreal City Weblog that started out about a bit of news that the Hilton Bonaventure is up for sale but ended up on the subject of some of our city’s ugliest buildings. The question was whether the entirety of Place Bonaventure was on the block or just the Hotel (and what the Hotel’s stake in the building was, by extension), and one commentator stated he’d prefer to see the building destroyed and replaced with a ‘proper European-styled train station, a worthy Southern Entrance to the city’ (I’m paraphrasing but that was the gist of it). Ultimately it is just the hotel that is for sale. Of note, the Delta Centre-Ville (another building I have mixed feelings about) recently announced it is closing in October, putting some 350 people out of work. The University Street building, co-located with the Tour de la Bourse is to be converted into – get this – high-end student housing. I don’t know if the rotating restaurant on the upper floors is still operational, but I’m going to find out. I can imagine a high-priced and slightly nauseating meal with a fantastic if intermittent view awaits… The Hilton Bonaventure occupies the top floors of Place Bonaventure, a building designed from the inside-out that was originally conceived as an international trade centre and convention space. When opened in 1967 it boasted an immense convention hall, five floors of international wholesalers, two floors of retail shopping, a collection of international trade mission head offices and the aforementioned hotel. The building was heavily modified in 1998, losing its wholesale and retail shopping component as it was converted into office space. The exterior is in the brutalist style of poured, ribbed concrete, some of which has cracked and fallen off. Though an architecturally significant building, it’s far from a beauty. The rooftop hotel is perhaps the building’s best feature, involving a sumptuous interior aesthetic heavy on earth tones interacting with plenty of natural sunlight, bathing the hotel’s multiple levels while simultaneously exposing the well-cultivated rooftop garden and pool. In any event, the discussion on Montreal City Weblog brought up general disinterest in Place Bonaventure’s looks, but commentators had other ideas about what they considered to be our city’s truly ugliest building. Weblog curator Kate McDonnell’s pick is the Cineplex Pepsi AMC Forum Entertainment Complex Extravaganza (brought to you by Jonathan Wener at Canderel Realty). I won’t disgrace the pages of this blog by showing you what it looks like – just go take a waltz around Ste-Catherine’s and Atwater and when you start dry heaving you’ll know you’re looking at one of the worst architectural abominations to ever befall a self-respecting society. The above image is what the Forum looked like pre-conversion, probably shortly after the Habs moved to the Bell Centre (formerly the Molson Centre, formerly General Dynamics Land Systems Place). This would’ve been the Forum’s second or third makeover since it was first built in the 1920s, and as you can see, a strong local Modernist vibe with just a touch of the playful in the inter-lacing escalators deigned to look like crossed hockey sticks is pretty much all there is to it. Simple, straightforward, even a touch serious – a building that looked like the ‘most storied building in hockey history’. But today – yea gods. Frankly I’m surprised we haven’t formed a mob to arson it all the way back to hell, where the current incarnation of the Montreal Forum aptly belongs. From what I’ve heard Satan needs a multiplex on which to show nothing but Ishtar. All that aside, I agree that the Forum is awfully ugly, but it’s not my choice for ugliest city-wide. Other suggestions from the conversation included the Port Royal Apartments on Sherbrooke and the National Bank Building on Place d’Armes, though commentators seemed to agree this was mostly because they felt the building was out of place, and rendered ugly more by the context of its surroundings, or its imposition upon them, than anything else. The Big O was mentioned, as was Concordia’s ice-cube tray styled Hall Building. La Cité was brought up as an ultimately failed project that disrupts a more cohesive human-scale neighbourhood, and so were some of McGill’s mid-1970s pavilions. Surprisingly, the Chateau Champlain wasn’t brought up, though I’ve heard many disparage it as nothing but a fanciful cheese-grater. 1200 McGill College - Centre Capitol 1200 McGill College – Centre Capitol But after all that is said and done, I’m not convinced we’ve found Montreal’s ugliest building. My personal choice is 1200 McGill College, the building above, a drab and dreary brown brick and smoked glass office tower of no particular architectural merit or patrimonial value that I personally believe is ugly by virtue of marring the beauty of the buildings around it, notably Place Ville Marie and just about everything else on McGill College. Worse still, it replaced what was once a grand theatre – the Capitol – with something that would ultimately become a large Roger’s call centre. Ick. However much corporate office real estate our city happens to have, we could all do without whatever this puny out-of-style building provides. Suffice it to say, I would gladly sell tickets to its implosion. But in writing this article I remembered a building even more hideous and out of place than 1200 McGill College: This monstrosity… Avis Parking Garage on Dorchester Square - credit to Spacing Montreal Avis Parking Garage on Dorchester Square – credit to Spacing Montreal There is simply no excuse for a multi-level parking garage conceived in such ostentatiously poor taste to occupy such a prime piece of real estate as this, and so I can only infer that the proprietor is either making a killing in the parking game or, that the proprietor is waiting to try and get building height restrictions relaxed. It’d be a great spot for a tony condo complex, but given that it’s wedged between the iconic Sun Life and Dominion Square buildings it’s likely the lot has some significant zoning restrictions, making a tower – the only really viable residential model given the size of the plot – highly unlikely. I can’t imagine a tower on this spot would do anything but take away from the already hyper precise proportions of the square. Personally, I think the spot would be ideal for a medium-sized venue, especially considering it’s adjacent to the preserved former Loews Theatre, currently occupied by the Mansfield Athletic Association. In better days the city might have the means to redevelop the former Loews into a new performance venue; a gym can go anywhere, an authentic turn of the century vaudeville-styled theatre is a precious commodity these days. Think about it – a medium-sized theatre and performance complex in the middle of a pre-existing entertainment and retail shopping district. I think that might work here. Either way – boo on this parking lot. And come to think of it, I wouldn’t mind seeing just about every single modernist apartment tower built in the McGill and Concordia ghettoes in the 1960s and 1970s removed from the skyline as well. MONTREAL - When James Essaris looks out over his flat concrete kingdom of 20 downtown parking lots that he started collecting in 1956, he sees a precious urban resource where others see ugliness. The much-maligned parking lot, long considered an urban eyesore and enemy of public transit, is becoming an increasingly rare feature on the downtown streetscape. Essaris, longtime owner of Stationnement Métropolitain, sees his barren concrete as more than just a chance for him to pocket some cash on the barrelhead: he believes in the good that parking lots do and considers the spaces to be the lungs of downtown commerce. “The City of Montreal should give free parking to come downtown. We’re chasing people out to the shopping centres,” he said. The new parking lot tax was adopted in 2010 and brings in $19 million a year to fund public transit. The tax is determined by a complicated formula that Essaris says in practice makes city taxes about twice as expensive on a surface lot as it would for another type of structure. The city held public hearings on the issue this spring and response to the surface parking eradication campaign — through the new parking tax and allowing larger-scale buildings on the empty lots — was greeted positively, according to City of Montreal Executive Committee member Alan DeSousa. “It brings more money into the city coffers and removes the scars in the downtown area,” he said. He said that some of lost parking spaces have been replaced by indoor parking in the various projects. But after seeing his taxes double in recent years, Essaris is now doing what many other parking-lot owners have done: He has started sacrificing his supply of parking spaces for housing, most recently building a 38-storey Icône condo tower at de la Montagne St. and René Lévesque Blvd. He has some misgivings, however, knowing that those spots will be sorely missed. “We cannot survive without parking in the city. I wish everybody could take the bus and métro, it’d make things easier, but you cannot force people onto the métro when they have a car,” he said. Urban retailers have long begged their merchants associations to create more places to park, perhaps no more than on the Main where about half of all members regularly plead for more parking, according to Bruno Ricciardi-Rigault, president of the SDBSL. “It would be really nice if we had a few more parking lots,” he said. However, the dearth of spaces is only going to intensify as the few remaining parking lots near St. Laurent Blvd. are slated to be redeveloped. Ricciardi-Rigault is bracing for more complaints from restauranteurs who have lost customers because their motorist clientele was fed up with circling the block. “Some people want to spend the whole afternoon, shop, go to Jeanne Mance Park, come back for a beer. Paying $20 to park on the street, that‘s asking a lot,” he said. Condo towers have been replacing lots in the downtown core at an impressive pace and the result is higher prices at indoor garages, reflected in a recent Colliers study that ranks Montreal as having the second-highest parking prices of any big Canadian city. Rates have risen an eye-opening 11 per cent since last year, as the average monthly price for an unreserved spot in a downtown underground commercial lot was $330.96 — $88 above the national average. The proliferation of private parking lots once inspired many to liken Montreal to a bombed-out city, but that is no longer the case. “We were spoiled by having tons of parking lots, now Montrealers will have to get used to much higher parking costs,” said Colliers representative Andrew Maravita. He credits a lower commercial vacancy rate for pushing prices higher. Up until the 1960s, Montreal tacitly allowed even historic buildings to be demolished and replaced by parking lots and until recently turned a blind eye to the countless rogue illegal lots that dotted the downtown core. For ages, Montreal surface parking lots were fly-by-night operations, changing ownership to avoid bylaw restrictions ordering them to be paved, landscaped. The city always said they couldn’t chase every owner down. But in recent years, authorities have increased taxes and cracked down on illegal lots, combining the stick of punishment with the carrot of juicy rezoning booty. In the past, many property owners failed to see the point of building on their parking lots, as the zoning frequently only allowed for small buildings. Those restrictions have been lifted on many of those properties, resulting in a bonanza for parking-lot owners whose land increased in value. The strategy was put into place with input from architect and former Equality Party leader Robert Libman, who previously served on the city’s Executive Committee. “A lot of projects going on now, on streets like Crescent and Bishop and that area, were previously zoned for two or three storeys. The urban plan capped those at a minimal height. The rezoning has made it more alluring for owners to build instead of leaving it vacant,” he says. Libman’s war against above-ground parking lots is personal. “They’re ugly and they undermine the downtown urban fabric,” Libman said. But he concedes that commerce relies on people being able to drive to a business. “You’ve got to find that careful balance between offering too much parking, making it too easy vs. your objective of discouraging people to take their car downtown and using public transit, that’s the fine line you have to find between the two,” he said. Developers are required to include parking in new projects, but the amount varies from place to place. In Laval, many projects are required to have two parking spaces per condo unit, while in the Plateau it’s close to zero spaces, although a typical recipe calls for one spot per two units. The one part of the city perhaps most challenged by a dearth of parking facilities is the booming Old Montreal area. The issue has long been considered such an urgent problem that one proposal from a decade ago even suggested that the massive silos in the Old Port be used to park cars. More recently, Old Montreal planners have installed an electronic billboard indicating where spaces could be found, but the pressure on parking endures, according to Georges Coulombe, whose real-estate company has been snapping up properties in the area for the last four decades. Coulombe concedes that area commerce has been hurt by a lack of space for cars. “People from places like Longueuil want to come shop on the weekend, but they can’t do it anymore, it’s too expensive to park, they end up going to malls closer to home.” He attempted to address the problem through a plan to build a high-tech robotic parking facility that could accommodate twice as many cars as a regular indoor lot. However, he did the math and found that it wouldn’t make sense because of city taxes. “I had a small 3,000-foot terrain that I would have turned into 300 spaces, but the city wanted to tax not just the building but the machinery inside. It made it impossible.” Much-hyped futuristic robotic parking systems are seen by some as a potential solution to parking woes and have actually been around for quite some time. The city has had at least three pigeon-hole parking systems as the earlier incarnations were known; one was opened on de la Montagne St. in the 1950s and another on Mansfield, where a worker was crushed by an elevator. A third more recent one was in operation at St. Jean and Notre Dame until a decade ago. Authorities frequently cite the fear of being unable to put out a car blaze in their opposition to such facilities. And although a few such high-tech robotic lots could elegantly alleviate parking pressures, one expert says that the standalone dedicated parking buildings will probably never get built. Chris Mulvihill, the New Jersey-based President of Boomerang Systems, a high-tech car-stacking parking lot system, notes that any landowner would most probably opt for a different sort of project. “Take any place where it’s very hard to get a parking spot,” Mulvihill says. “You’d think building a garage and charging for parking would be a good business model, but the economics dictate that if there’s a high demand for parking in that area, it’s because it’s a hot, happening place, so there are real-estate developers who want to build on that land. The demand makes it uber-expensive. Je suis passé la semaine dernière et j'ai parlé avec le vendeur et j'ai vu la présentation des unités sur un espèce d'écran 3D du building (trop cool) et effectivement, environ la moitié du building était en rouge, donc vendues (surtout du côté Nord, là ou la vue ne sera pas bloquée par le Roccabelle, Avenue des Canadiens etc..). Il m'a dit que la construction devrait débuter en mars et prendre environ 1 an et demi pour les fondations, et ensuite, un étage par semaine pour le reste. Il m'a également dit que la 2e tour était pour du commercial seulement. De plus, il m'a dit qu'un projet de condo de 30 étages allait bientôt être annoncé dans le parking au Nord de la 1ere tour (juste à l'ouest des tours Samcon) et que donc, des clients ayant acheté du côté Nord de la tour pour avoir une vue, allait finalement la perdre. I don’t have anything particularly against the U de M Outremont rail yards project but I do think that a) the yards could be better utilized in a more residential capacity and b) that the addition of institutional infrastructure could be of more benefit somewhere else in the city. The area I propose the project to be located is the following (in red, with land to redeveloped in blue): For the Habitation Jeanne-Mance portion, I would propose keeping the towers for seniors but demolishing all 260 single-family residences. Those dwellings could easily be replaced by a newer development with more units in another part of the city (perhaps as part of an almost fully residential redevelopment of the Outremont rail yards). A good portion of the Habitation Jeanne-Mance is scattered surface parking lots that really don’t belong downtown. Taking away the parking and the low rise buildings would leave a lot of room for the science campus’ development, but leaves a good amount of green space – perfect for a university campus. As for the southern portion below rue de Broisbriand, the area currently lacks a central purpose, has a lot of available land to be developed and like the HJM portion is serviced by an extremely underutilised metro station. While this area is technically part of the Quartier des Spectacles, it contains none of the 24 existing sites on the Quartier des Spectacles walking tour and none of its developable land is currently slated for any Q de S projects. Not to mention, there is enough vacant land and underutilized buildings that need to get redeveloped between Philips Square and St-Dominique that this area to the east would likely not receive much attention anyways for at least a decade if not more. Placing the new campus (which will be heavily sciences-related) in this location would also have the added benefit of being adjacent to the new CHUM mega-hospital and the resulting Quartier de la Santé, including the U de M’s planned new ESPUM pavilion.

  14. Urbanites want an urban, Sainte-Catherine style, shopping experience, complete with walk along to consecutive and contiguous storefronts lining the street. Suburbanites want the freedom and accessibility of just driving to the mall with their car, parking and going in and finding everything in one place. Why don't we see shopping centres that truly combine both? Obviously, there are malls that kind of do, but i've yet to encounter a mall that fully implements both sides of the coin. So introducing.. my vision for a mall: -Not a single exterior surface parking spot. -The mall is meant to be located in a dense part of a grid patterned city. -There are wide sidewalks going all around, with stores lining the streets. -For those who want to park, there are roads leading through the mall, directly into a massive indoor parking garage, which is surrounded by the mall itself. Ta-da! Everybody's happy!

The city says it's seeing more and more problems with people parking illegally, and plans to boost ticket prices starting in October. Executive committee member Sammy Forcillo says current fines simply aren't big enough to stop people from parking where they shouldn't. He says with some parking lots charging $18 to park, some drivers are choosing to take a chance on getting a $30 parking ticket. The city says it's most concerned with people parking in places that are completely illegal, such as near an intersection where a parked car might block visibility. In those cases, the city plans to hand out $100 tickets come Oct. 1. "If there's a car in front or if a person wants to stop there it's a matter of public safety, and for the handicapped I think it's common sense also. Handicapped people need to be respected in our society so that's the main idea," said Claude Dauphin, the executive committee member responsible for public security. The fine for cars parked at expired meters or in a designated handicap parking spot will also rise, to $60. Forcillo says this simply brings Montreal in line with many neighbouring cities. It's estimated the increase in fines will net the city an additional $13 or $14 million, but Forcillo denies this is a cash grab. He says it's simply about getting people to respect the rules. City council is expected to vote on the issue next week.

He will propose that city parking meters will be free from 9 a.m. on Dec. 20 to 5 p.m. on Dec. 28. The gross loss of revenue from those metered spots will be $800,000, but Labonté said the net loss to the Ville Marie borough will be between $100,000 and $150,000. “We’re talking about one week in the year to help our tax-paying merchants, a kind of subsidy,” Labonté said. “The message we’re giving to citizens is come downtown to shop and don’t go to the suburbs.” Labonté and his Vision Montreal councillors have a three to two advantage on the borough council, so the motion is expected to pass. --

For staff of consulates and employees of international organizations, like the International Air Transport Association or the International Civil Aviation Organization, free parking is part of a range of diplomatic perks. Italy, for example, has its own consular building and parking lot on Doctor Penfield Ave. Many other consulates rent space in office towers downtown, however. As a matter of courtesy and security, the city of Montreal designates 150 spots to international officials and consular and diplomatic staff, said Jacques-Alain Lavallée, spokesperson for the Ville Marie borough. Montreal has been extending this privilege for more than 30 years, and does so "to attract international institutions and for security reasons," said François Goneau, of the city's public affairs department. There are 16,800 metered parking spots in the city, so the 150 spots for consular officials represent a minuscule percentage of available street parking, he noted. Michel Philibert of Stationnement de Montréal, the para-public agency that manages parking in the city, said there is no way to gauge how much revenue metered parking in those diplomatic spots might bring in. Extending perks to the international market is very lucrative in the long run for Montreal, Goneau said. "It has been estimated these international organizations bring in excess of $200 million in business to the city," he said, citing a study done in 2000. Only drivers with a CC (Consular Corps) or a CD (Diplomatic Corps) prefix on their licence plates are eligible to park in the diplomatic corps spots. There are 191 CC plates and 140 CD plates issued to people in Montreal, according to the Société de l'assurance automobile du Québec. If you park in a spot designated for the diplomatic corps and get caught, you will get the usual $42 fine for parking in a restricted zone, Montreal police Constable Olivier Lapointe said. The city receives two requests a year, on average, for diplomatic corps parking spots.   18. Halifax could learn a lot from Montreal VICTOR SYPEREK The Daily News You know, as you travel through this wonderful country, you realize just how lucky we are to be Canadians. From the majestic Rocky Mountains to the restless Atlantic Ocean. And what diverse populations. Bringing the best from all of our homelands. Leaving Toronto and heading East quickened my heart, as heading home always does. This is probably what is so compelling about travel. All we see and eat and do can be brought home to add a little diversity to our verdant region. I stopped in Kingston, Ont., which was celebrating the last day of its Busker Festival. It's hard to say how big theirs is, as on the last day, everyone joins together in the main area to watch the best of the week. They had closed a large portion of the downtown and besides the theatrical antics, parking lots were 1/2lled with 3/4ea markets, antique sales, baking and general city groups adding to the fun. After a Guinness, a bite and a leisurely chat with some locals, on I pushed to Montreal. I used to live there about 30 years ago. After the referendum, big business left in droves. Many Anglos followed. Toronto surpassed Montreal as Canada's No. 1 city. I think they went a little over board on their French-only bent, isolating them even further. But a funny thing happened. Rents stayed low. Houses remained affordable. It was the perfect environment for artists and artist expression. Montreal became an incubator and gave birth to the largest comedy festival and one of the largest jazz festivals and, of course, the world's most famous circus troupe, Cirque du Soleil. To some degree, this is all serendipity, the right place and the right time. But that isn't enough. You still need the people with the control and the money to pave the way or, at least, remove the road- blocks. And I chose this word for it's meaning. Obviously a city must function at many levels. Business must function, deliveries must be made, people must get to work and home again. But these days tourism is big business and as well talented people must be attracted to our fair cities. Besides just jobs, we have to address quality of life. Now this means many things. Besides a comfortable and safe place to live, we have to do things. We need theatre, 1/2lm, good food and entertainment. And entertainment can be so many things - from buskers to book fairs, car shows, huge 3/4ea markets, a literal day at the beach and sailing. If we have a happy population, it shows. The tourists 1/2nd out and they come to see why. And at the bottom of it all, you will 1/2nd a progressive administration. As in Montreal, where the arts had the perfect place to be. Flowers won't grow without the proper conditions, they must be encouraged. Montreal gets it. During the jazz festival, most of Montreal's streets are closed around the arts centre. During the Grand Prix the Main St. Laurent is closed and turned into a giant terrace; bars and restaurants spill out onto the street. The comedy fest, for two weeks, shuts down the blocks from St. Laurent past St. Dennis, south of Sherbrooke. The area is the size of downtown Halifax. There were hundreds of thousands of people on the streets. Roaming troupes of stilt walkers, parade 3/4oats, lights everywhere, sound and long lineups at all of the venues. It was a festival 20 years in the making. About 20 years ago, in Halifax, Dale Thompson started the Buskers' Festival and Mardi Gras, a Halloween night to remember. Buskers were a downtown-wide street show. They were everywhere. What could have grown into something approaching Montreal's festival was safely place in a sterile (read boring) package on the crowded waterfront. Same with Mardi Gras. It got out of control. Instead of managing it, it was cancelled, or at least the cost of police and 1/2re control became prohibitive. There is something wrong with our attitude. Mayor Peter Kelly and a few councillors should go on a paid junket to Montreal to 1/2nd out how it's done. There is no need to recreate the wheel. It's been done in Rio, New Orleans and in Montreal. I saw very few police, just on the gates to the streets. A couple of 1/2remen leaning on their 1/2re truck were there just in case. And there were hundreds of thousands of people of all ages with smiles on their faces. Heck, I'll even offer to go with them as translator, to translate into common sense. The film festival in Halifax is in its 21st year and yet the city is still dithering over permits to use Parade Square and surrounding streets. This festival has the potential to put us on the international 1/2lm map, but we need the nurturing and help of our city fathers. And speaking of 1/2lms, I wish our 1/2lm development board would get off their chairs and try to stem the 3/4ow of production from Nova Scotia to New Brunswick and the rest of the country. This was a $200- million-a-year business. Now I know there are circumstances, but let's start with local production. A couple of weeks ago, I mentioned that I hadn't seen many cops walking the beat late at night. Well just to prove me wrong, there they were Wednesday night, handing out parking tickets. C'mon. What gives? We have a world hockey tournament or curling or the Greek Festival or whatever - and the parking commission has a 1/2eld day. You know, if they are not blocking a hydrant or some emergency exit or driveway, do we have to be so fanatical? If it weren't about the revenue, you know you will be towed, if necessary. Let's give our visitors a break. But I guess we have to pay for the parking at Dartmouth Crossing somehow. Well, I'm off to enjoy our jazz festival. It's good here, but it could be better.
